Program Manager - Secret (Hybrid - Washington DC)
ICF is a rapidly growing, entrepreneurial, multi-faceted consulting company, seeking an experienced Program Manager with a Secret clearance. We are looking for a Program Manager who is customer-focused and passionate about helping large government agencies modernize and transform through pragmatic enterprise strategies.
Location: Must be based in the Washington, DC area and able to work onsite or attend regular meetings at client work locations.
What You’ll Be Doing Lead a high-impact federal digital modernization program focused on the delivery of modern technology capabilities through low-code/no-code platforms, cloud services, and traditional application development. Oversee day-to-day operations of a multidisciplinary team, drive successful outcomes through Agile delivery, and work closely with clients and internal partners to shape future work and grow the account.
Key Responsibilities
Provide overall program leadership, managing delivery across multiple technology platforms and service areas.
Oversee Agile teams delivering solutions using low-code/no-code platforms (e.g., Appian, Salesforce), traditional code, and cloud-native services.
Act as the primary liaison with government stakeholders, ensuring solutions meet mission objectives, compliance requirements, and operational goals.
Lead program-level planning, coordination, and performance management in accordance with federal acquisition and delivery standards.
Drive structured growth by identifying new demand, aligning resources, and collaborating with business development teams.
Ensure the program stays on track with scope, budget, and timeline expectations while proactively managing risk and resolving challenges.
Manage subcontractors and shared resources across technical and functional domains.
Foster a culture of accountability, transparency, and continuous improvement across the team.
Represent the program in executive-level briefings and customer engagements.
What You Must Have
Bachelor’s degree from an accredited institution.
Project Management Professional (PMP) certification – required.
10+ years of experience managing complex federal IT programs.
8+ years of demonstrated success managing Agile delivery teams in a hybrid government environment.
5+ years of strong background in federal contract oversight, team leadership, and stakeholder engagement.
Must be based in the Washington DC area and able to work onsite or attend regular meetings at client work locations.
U.S. Citizenship and an Active Secret Clearance are required.
What We'd Like You To Have
3+ years of experience with low-code/no-code platforms such as Appian, Salesforce, or similar.
Experience supporting mission-driven programs in regulatory, scientific, or public health domains is a plus.
Experience leading digital modernization efforts in the federal civilian space.
Familiarity with FedRAMP, FISMA, and other federal compliance frameworks.
Experience working in a matrixed environment with shared services and enterprise platforms.
Ability to support the development of capture and growth strategies for additional work within the account.
Excellent written and verbal communication skills with both technical and executive audiences.
