Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program approval, award amount (up to $200,000), and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible to apply.

Qualifications To qualify for this position you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.

The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.

Current full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

Residency Training: Physicians must have completed residency training approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.

Approved residencies include (1) those approved by the Accreditation Council for Graduate Medical Education (ACGME), (2) those approved by the American Osteopathic Association (AOA), or (3) other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States) deemed appropriate by the local Medical Staff Executive Committee.

Residents currently enrolled in ACGME/AOA accredited residency training programs who would otherwise meet the basic requirements for appointment are eligible to be appointed as Physician Resident Providers (PRPs).

PRPs must be fully licensed physicians (not a training license) and may only be appointed on an intermittent or fee basis.

PRPs are not considered independent practitioners and will not be privileged; instead, they have a scope of practice that allows them to perform certain restricted duties under supervision.

Additionally, surgery residents in gap years may also be appointed as PRPs.

Proficiency in spoken and written English.

Must have at least 2 years of primary care experience and demonstrated leadership skills.

Preferred experience includes advanced knowledge and ability to direct complex administrative management systems, and a working knowledge and understanding of general clinical systems as they relate to patient care.

Physical Requirements: All applicants must be physically and mentally able to perform the duties of the position. Physical activity includes sitting, standing (up to 2 hours), walking (up to 2 hours), bending, and reaching.

Pay: Competitive salary, annual performance bonus, regular salary increases.

Paid Time Off: 50–55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year, and possible 5 days paid absence for CME).

Retirement: Traditional federal pension (5 years vesting) and federal 401(k) with up to 5% contribution by VA.

Licensure: 1 full and unrestricted license from any U.S. state or territory.

CME: Possible $1,000 per year reimbursement (must be full-time with board certification).

Contract: No Physician Employment Contract and no significant restriction on moonlighting.

Primary responsibilities: Must possess broad knowledge of clinical medicine, basic medical sciences, clinical laboratory sciences, and operations.

Board-certified physician with advanced clinical experience and demonstrated administrative and leadership skills, able to perform and teach all services required in the practice of primary care medicine.

Interpret and correlate patient testing data.

Interpret anatomic pathology results as appropriate.

Provide consultations for patients and instruct providers as appropriate.

Medical staff privileges: Serve as an active member of the medical staff for applicable facilities.

Define, implement, and monitor standards of performance in quality control, quality improvement, and cost-effectiveness of the primary care service as directed by the medical director or designee.

Assume responsibility for implementation of the quality improvement plan.

Ensure sufficient qualified personnel with adequate documented training and experience to meet the needs of the primary care service.

Perform strategic planning for setting goals and developing and allocating resources appropriate to the medical environment.

Participate in educational programs of the institution.

Implement a safe clinical environment in compliance with good practice and applicable regulations.

Perform additional procedures, including women's health, routine primary care dermatology or orthopedic procedures outside the normal scope of practice approved through the Medical Staff Executive Board and other committees.

Monitor and implement plans to improve clinical measures in primary care.

Directly supervise primary care providers and conduct proficiencies such as chart reviews, writing scopes of practice, and corrective action as needed.

Educate staff on PACT principles and work to improve clinic efficiency.

Serve on committees representing the primary care service line.

Respond to action items and patient concerns in a timely manner in proper format.

Work schedule: Permanent – Full-Time, Monday to Friday, 8:00 AM to 4:30 PM.
