Environmental Compliance Manager

The City of Waco is seeking an experienced and proactive Environmental Compliance Manager to ensure our operations align with all applicable environmental laws and internal standards. Minimum qualifications include a Bachelor's Degree in Environmental Science, or a related field and five years' experience with water quality/environmental programs experience or an equivalent combination of education and experience. A valid Texas Driver's License is required, and a TCEQ Class C Wastewater license is required within two and a half years. Additional technical training may be required. The Environmental Compliance Manager provides strategic leadership and oversight for the City of Waco's environmental programs within the Infrastructure Services Department. This position manages regulatory compliance efforts related to industrial pretreatment, stormwater (MS4), and environmental laboratory operations to ensure the protection of public health and the environment, as well as adherence to applicable local, state, and federal regulations. This position supervises the Pretreatment Compliance Supervisor, Stormwater Compliance Supervisor, and Utilities Laboratory Supervisor, guiding their teams in implementing, monitoring, inspection, permitting, enforcement, and reporting activities. This role serves as the primary point of contact for regulatory agencies, oversees program audits and renewals, and ensures all environmental programs operate with consistency, defensibility, and technical excellence. Essential functions include providing overall direction and coordination for Pretreatment, FOG, Stormwater (MS4), and Laboratory compliance programs; ensuring programs comply with the Clean Water Act, TPDES permits, TCEQ/EPA regulations, and municipal code requirements; overseeing development, implementation, and enforcement of environmental policies and standard operating procedures; coordinating with internal departments, consultants, legal counsel, and regulatory agencies on compliance matters; managing staff performance, training, and development for direct reports and their respective teams; and reviewing and approving required regulatory reports, such as annual pretreatment reports, stormwater MS4 reports, and quality assurance documents.
