Job Summary
The Program Manager (PM) provides overall management, direction, and leadership for the execution of the Washington Headquarters Services (WHS) contract in support of the Facilities Services Directorate (FSD). The PM serves as the primary point of contact with the Government Contracting Officer’s Representative (COR) and is responsible for ensuring all contractual requirements are satisfied on time, within scope, and in accordance with quality and performance standards. The Program Manager provides strategic and operational oversight of all contractor activities, personnel, and deliverables, including the performance of subcontractors and teaming partners. Key Responsibilities
Provide overall management, direction, and oversight of all contractor personnel, including subcontractors and teaming partners, to ensure the successful execution of all PWS requirements. Serve as the primary interface between the Contractor and the Government, coordinating regularly with the COR and senior leadership to maintain performance and resolve issues. Develop, implement, and oversee project plans, schedules, milestones, and budgets to ensure program objectives are met. Lead program planning, task execution, performance monitoring, and reporting activities. Prepare, review, and submit monthly status reports that summarize objectives met, work completed, issues encountered, milestones, and budget status. Conduct program review meetings with the COR and Government stakeholders; prepare written minutes and submit within three business days of each meeting. Provide management, direction, administration, quality assurance, and leadership for all contract tasks. Supervise and coordinate the activities of project personnel to ensure effective task performance, proper resource allocation, and adherence to deadlines. Assist in developing, initiating, and executing key initiatives and special projects in coordination with Government leadership. Collaborate with the Government in developing strategic and technical plans that align with mission goals and timelines. Provide research and analytical support to assess technical risk, program performance, procurement schedules, and user impacts. Track performance objectives and monitor progress against cost, schedule, and performance baselines. Develop and maintain program documentation, including plans, reports, and communications materials. Support the production of executive-level briefings and reports for Government review. Identify potential performance or schedule risks and recommend mitigation strategies to ensure contract success. Provide input to the Government on portfolio objectives, resource planning, and program execution status. Ensure all deliverables, milestones, and reporting requirements are completed in accordance with contract terms. Required Qualifications
Bachelor’s degree in Business Administration, Management, or related field required; Master’s degree preferred. Minimum of 15 years of progressive program management experience supporting the Department of Defense (DoD), with experience working at or supporting the Pentagon is strongly preferred. Proven ability to lead large, complex service contracts involving multiple functional areas and subcontractors. Comprehensive knowledge of program management principles, planning, budgeting, and performance tracking. Demonstrated ability to interface effectively with senior Government officials and manage diverse teams. Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Outlook, Teams, Project). Exceptional leadership, communication, and problem-solving skills. PMP certification or equivalent preferred. U.S. citizenship and an active, SECRET Security Clearance is required.
