Solid Waste Director

to oversee all aspects of our county's solid waste and recycling operations. In this high-impact role, you'll guide long-term planning, regulatory compliance, infrastructure development, and team leadership to ensure efficient, environmentally responsible waste management. Essential Functions

Directs and manages all solid waste operations, including landfill and collection center activities. Oversees procurement of departmental supplies and capital equipment. Administers departmental payroll and ensures accurate processing. Develops and manages markets for recyclable materials; oversees landfill construction projects. Plans and implements facility improvements and infrastructure upgrades. Collaborates with engineers and consultants to guide long-term departmental planning. Reviews and evaluates bids and Requests for Proposals (RFPs). Oversees the collection of sticker fees and daily scale operations. Manages deposits and audits payments for recyclable materials and equipment rentals; coordinates billing and reporting with the Finance Department. Recruits, hires, and supervises departmental staff; assigns duties, evaluates performance, ensures training, and recommends disciplinary actions when necessary. Coordinates with state agencies to ensure compliance with operational permits and regulations; assists with inspections and investigations of illegal dumping. Prepares and submits annual reports and updates the County's Solid Waste Management Plan. Develops and manages the department's annual budget. Assigns projects to staff and ensures timely, accurate completion; plans for future equipment and operational needs. Oversees special waste programs, including household hazardous waste, electronics recycling, scrap tires, and white goods. Works with engineering firms on landfill operations, expansions, environmental monitoring, and regulatory compliance; reports findings to the County Manager and Board of Commissioners. Conducts public landfill tours and delivers presentations on solid waste issues. Plans and manages special projects such as erosion control and site remediation. Serves on the County's Safety Committee and Community Appearance Initiative Committee. Attends relevant training sessions, meetings, and professional development opportunities. Performs other related duties as assigned. Knowledge, Skills and Abilities

Knowledge of current practices, methods and procedures for collecting sorting and marketing recyclable materials. Knowledge of local, State and Federal regulations relating to landfill operations and related environmental rules and regulations. Ability to review and analyze plans and specifications for the operation, maintenance and construction of facilities. Ability to formulate comprehensive operational policies and procedures. Ability to prepare technical reports. Ability to establish and maintain effective working relationships with State, local and Federal officials, associates, subordinates, contractors and the general public. Physical Demands

Work Environment Work frequently requires exposure to fumes or airborne particles and occasionally requires exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, wearing a self-contained breathing apparatus and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

Education and Experience Minimum Education and Experience:

Associate's degree from an accredited college or university and five (5) years of related experience, or equivalent combination of education and experience.

Required Licenses or Certifications:

Manager of Landfill Operations Certification. Driver's License valid in the State of North Carolina.

Electronic Payroll Deposit

County Employees are paid bi-weekly, 26 times per year. We deposit your payroll check. Deposits are available to all banks and credit unions. Deposits are made, so you can have access to your funds by Friday morning (payday). You can divide your payroll into two accounts, one you must specify the amount to go into and the second account would receive the balance.

New Year's Day, Martin Luther King's Birthday, Easter Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and the Day after Thanksgiving, Christmas Eve Day, Christmas Day and the day after Christmas.

Paid Vacation/Annual Leave -

1-2 years = 10 days; 3-5 years = 12 days, 5-10 years = 15 days, 10-15 years = 18 days, 15-20 years = 20 days; 20 + years = 24 days. Vacation is accrued bi-weekly, therefore you receive 1/26th each payroll. You may accrue vacation and carry over up to 30 days. Thereafter, at the end of the calendar year, if you have more than the 30 days, the excess converts to sick leave. You may cash in up to one week of vacation annually, in lieu of time away from work. In extreme situations employees may request to transfer vacation leave to other employees. Requests must be in writing to the County Manager and must be approved in advance. Vacation should be scheduled in advance as requested by your supervisor. Complete proper leave sheets. If you have prior active service in the NC Retirement System, Transylvania County will give you credit for those years of service toward accrual of vacation/annual leave. Paid Sick Leave -

Paid sick leave is always equivalent to 12 days per year. It is accrued bi-weekly. Employees accrue 1/26th of the annual amount per payroll. You may accrue sick leave with no maximum accrual. At retirement for every 20 days of accrued sick leave you will get one additional month of service time. Sick leave may be used for doctor's appointments, personal illness or the illness of an immediate family member. The Wellness Center is open M-W-F 8am -12pm and 1pm to 4pm and T-TH 8am-12pm. The Wellness Center is a partnership between Transylvania County and the City of Brevard. County Employees may use the Wellness Center for all services at no cost. Dependents over the age of 7 who are on your Medical plan may also use the Wellness Center. Appointments are encouraged to help minimize any wait and to make the Center Services flow easier. Time away from your work location to visit the Wellness Center is not changed to leave. Services include: Routine bloodwork monitoring, allergy injections, monitoring chronic illnesses, manage and authorize prescriptions, coordinate referrals, school physicals and testing for flu, mono and strep.
