Federal RFP Writer (Software)
Overview
We are seeking a skilled Federal RFP Writer to join our team, specializing in crafting compelling and compliant proposals for software-related federal government contracts. The ideal candidate will have a strong background in technical writing, government procurement processes, and software solutions, ensuring our proposals effectively communicate our capabilities and align with federal agency requirements.
Responsibilities
Proposal Development : Lead the end-to-end process of writing, editing, and submitting high-quality, compliant proposals in response to federal Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotes (RFQs) for cloud based software solutions. Research and Analysis : Thoroughly analyze RFP requirements, including technical, functional, and compliance specifications, to ensure all responses meet federal guidelines, such as Federal Acquisition Regulations (FAR). Content Creation : Develop persuasive, clear, and concise proposal content that articulates the company's software capabilities, value propositions, and win themes, translating complex technical concepts into accessible language for government evaluators. Collaboration : Work closely with subject matter experts (SMEs), software engineers, project managers, and sales teams to gather technical and operational details necessary for proposal development. Compliance Management : Ensure all proposal responses adhere to RFP instructions, including formatting, structure, and submission guidelines, while maintaining a high standard of accuracy, grammar, and readability. Content Library Maintenance : Maintain and update a repository of reusable proposal content, including technical descriptions, past performance data, and boilerplate materials, to streamline future responses. Project Management : Manage multiple proposal deadlines simultaneously, coordinating tasks, timelines, and stakeholder inputs to ensure timely submission of high-quality proposals. Post-Submission Support : Assist with clarifications, amendments, and post-award documentation as needed, ensuring continued compliance and alignment with agency expectations. Qualifications
Education : Bachelor's degree in English, Communications, Journalism, Computer Science, or a related field. A master's degree or relevant certifications (e.g., APMP, Shipley) are a plus. Experience :
Minimum of 3-5 years of experience writing proposals for federal government contracts, with a focus on cloud-based software or IT-related solicitations. Proven track record of developing winning proposals for federal agencies (e.g., DOJ, DOD, HHS, GSA). Familiarity with software development lifecycle, cloud computing, cybersecurity, or other relevant software domains is highly desirable.
Skills :
Exceptional writing, editing, and communication skills, with the ability to simplify complex technical concepts for diverse audiences. Strong research and analytical skills to interpret RFP requirements and develop tailored responses. Proficiency in proposal management software (e.g., RFPIO, Qvidian, Loopio) and document formatting tools (e.g., Microsoft Word, Adobe Acrobat). Knowledge of federal procurement regulations, including FAR and DFAR. Excellent organizational and project management skills, with the ability to manage tight deadlines and multiple priorities. Ability to collaborate effectively with cross-functional teams, including technical, sales, and legal stakeholders.
Certifications : Association of Proposal Management Professionals (APMP) certification or equivalent is preferred but not required. Other : U.S. citizenship is required for certain federal contracts due to security clearance requirements. Preferred Qualifications
Experience working with software-specific federal contracts, such as those involving SaaS, enterprise software, or custom software development. Familiarity with government contract vehicles (e.g., GSA Schedules, IDIQs). Understanding of the Shipley methodology for proposal development. Graphic design skills or experience with tools like Adobe InDesign or Photoshop to enhance proposal visuals. Work Environment
Location : Remote located in the DC area. Some travel may be required for client meetings or kickoff sessions. Hours : Contract based, with occasional evening or weekend work to meet proposal deadlines.
