Primary Purpose:
Assist with managing and coordinating a purchasing system in compliance with federal, state, and local rules, policies, and regulations. Assist with implementing, maintaining and improving technical systems related to purchasing functions, including TEAMS, eBid, WORKS Equallevel and Maintenance Connection, in support of Purchasing and the district's initiatives.
Qualifications: Education/Certification: Bachelor's Degree in Business or Accounting or acceptable work experience with an emphasis in public school district business and systems Special Knowledge/Skills:
Proficient knowledge of school finance, budgeting and purchasing/payable accounting functions, systems and web-based database solutions Proficient in Microsoft Office Suite and Outlook Excellent technical and analytical skills Strong organizational, communication and customer service skills Ability to interact effectively with all levels in the organization Experience:
Five years are more of experience with increasing responsibilities in school district purchasing, business or other related work functions Experience in supporting business application systems and interfacing with purchasing technology and business operations areas (preferred) Web-based computing environment (preferred) Major Responsibilities and Duties:
Assist in administering bids, ensuring that bids do not expire before other bids take effect Assist in administering various contracts in the areas of copiers, custodial services, grounds maintenance, soft drink vending, electrical energy, and construction Assist in preparation of bid specifications Assist with coordinating the process of analyzing all requisitions to become purchase orders for procurement of district services and materials Assist in overseeing purchasing related systems for the purpose of designing solutions using system analysis approach that result in efficient, effective use of technology to improve functionality and processing within the Purchasing department Work with other district and related systems to develop and analyze data Work with other district departments and campuses as needed, including Finance, Academic Services, Technology, Campus and District Services to ensure all procurement and bid related needs are met Contribute to the recommendation of sound policies directed toward improvement Design feasible projects for implementing innovations Demonstrate skill in coaching staff and peers, provide technical assistance to all concerning Purchasing functions Assist in developing training options and/or improvement plans to ensure the best operation of the Purchasing department Comply with all laws, rules, and policies related to purchasing and fiscal management, meeting all State bid law requirements Take the initiative to develop professional skills appropriate to job assignments Demonstrate behavior that is professional, ethical, and responsible and serve as a role model for all district staff Follow all rules, regulations, and policies of Plano ISD and follow directives from supervisor Follow attendance policy as assigned by supervisor Perform other functions that may be assigned by the Administration and/or supervisor Supervisory Responsibilities:
Assist in coordinating a small group of employees; supervise the Purchasing Department in the absence of the Executive Director Working Conditions: Mental Demands:
