THIS POSITION REQUIRES FULL-TIME, ON-SITE PRESENCE IN SANTA FE.

The Department of Finance and Administration (DFA) provides financial oversight, policy guidance, and operational support to state and local government entities throughout New Mexico. The State Board of Finance (SBOF) division of DFA provides operational, analytical, and administrative support to the State Board of Finance (Board) in accordance with statutory mandates. The Board has broad overview responsibilities regarding the fiscal activities of the state, local governments, public schools, and institutions of higher learning. The Board is chaired by the Governor, with the Lieutenant Governor, State Treasurer, the DFA Cabinet Secretary and four appointed public individuals as members. The Board is the issuer of the State's General Obligation Bonds and Severance Tax Bonds and Notes, and the division leads all efforts related to the issuance, monitoring, and long-term management of these debt programs. The division, in supporting the Board, is also responsible for strategic planning and policy initiatives related to the state's debt portfolio and other critical matters of which the Board has oversight.

Why does the job exist?

The Deputy Director position exists to provide critical leadership and operational oversight for the division and to provide high-level executive support to the Board and all of its members. This role ensures the division operates efficiently and consistently and supports all efforts related to the Board's responsibilities. The Deputy Director supports personnel management and professional development, and ensures compliance with administrative, fiscal, and programmatic policies. This position is also essential in maintaining continuity of operations and strong leadership in the absence of the SBOF Director. The position also serves as a member of DFA¿s senior staff.

How does it get done?

The Deputy Director oversees and manages the availability and disbursement of bond proceeds to state agencies and local public bodies through the division's bond tracking system/financial processes and the SHARE financial system. They often work closely with other state agencies and the State Treasurer's Office to ensure the efficient and accurate transfer and payment of funds while providing responsive and supportive customer service.

The Deputy Director leads the management and administration of the state's general obligation bonding program, including estimation of bonding capacity, review of bond sale documents, and coordination of third-party professional services providers. They are responsible for developing and driving critical policy initiatives related to the program.

The Deputy Director oversees daily operations of the division to ensure consistency, accountability, and alignment with agency priorities. They are the direct supervisor of the division's staff. They manage administrative responsibilities, ensure policies, procedures, and reporting mechanisms support program effectiveness, lead process improvement initiatives, and coordinate staff training and skill development. The Deputy Director may also assist with ad hoc special projects, including procurement, task forces, and legislative initiatives.

The ideal candidate for Deputy Director of the State Board of Finance is a seasoned leader with extensive experience in public administration; programmatic, fiscal, and municipal debt management; support of an oversight entity/board/council; serving a diverse group of customers, from elected officials to technical staff; and personnel management. They are committed to continuous improvement and understand the importance of data-driven public policy and prudent fiscal management of public funds and programs. The ideal candidate is highly organized and demonstrates a proven ability to supervise and develop staff, innovative thinker, effectively lead and motivate teams, and maintain high standards of accountability and operational excellence. They are also adept at working for and with elected officials, policymakers, and executive level individuals. They possess strong skills in analytical review and analysis, basic financial accounting and payable processes, statutory and policy compliance, and municipal debt programs and management. They are collaborative, decisive, and committed to advancing the mission of SBOF through strong leadership, strategic oversight, and a commitment to prudent fiscal management of public funds.

Minimum Qualification

Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing and five (5) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include one (1) year of experience with PeopleSoft: Oracle Financials or similar software system; and to include (2) years of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
