Job Goals:
Under general direction of the Assistant Superintendent, the Human Resources Manager plans, organizes, and monitors the day to day personnel functions in the Human Resources Department; plans, organizes, develops, and maintains personnel processing functions and activities including recruitment, screening, selection, credentialing, licensing, and position control; assists with the planning, development, and maintenance of a comprehensive personnel record management, storage, and retrieval system; assists administrators in their roles as educational leaders to effectively recruit, hire, evaluate, and retain staff; and performs other related duties as required.
Performance Responsibilities:
Assists with the identification, development, and implementation of the goals and objectives of the district personnel management program and systems. Administer all procedures and policies relative to both the classified and certificated personnel programs of the District in conformity with the requirements of appropriate Federal and State laws, including the New Jersey Education Code, and local Board Policy. Manage all personnel actions, assignments, transfers, reassignments, promotions, demotions, and dismissals of personnel and ensure appropriate credentialing and legally required compliance for specified certificated personnel assignments. Assists in district investigations and resolution of compliance issues and contractual disputes. Identifies the status of tenured and non-tenured staff. Oversee staff course approval requests and academic records Maintain correspondence with County Superintendent, e.g., responding to Criminal History Review disqualifications, yearly appointment paperwork for specific positions, and seeking permission for non-recognized titles. Coordinate annual County Superintendent Staff Recognition Programs Supervises and evaluates assigned teachers and administrators, including co-observations for inter-rater reliability as assigned. Works with Principals, Directors, and Supervisors to develop and monitor Corrective Action Plans for staff as needed. Serves as the Affirmative Action Officer to ensure State and Federal compliance requirements in employment practices, including, but not limited to, Affirmative Action, Equal Employment Opportunity, and Americans with Disabilities Act as assigned. Assist in the procedure of reduction in force. Coordinates the implementation of the District employee evaluation procedures and the monitoring and reporting of the evaluation records. Assists the Superintendent and Assistant Superintendent by collecting and analyzing comparative personnel data, including statistical and compensation surveys and reports. Oversee and maintain the Commissions Personnel software(s) i.e. Systems 3000/Personnel Module and Frontline Platforms/Central, Absence Management, Recruit & Hire, and Professional Growth Coordinate all aspects of the Commission's health benefits with Commission employees and process all COBRA notifications. Prepare and submit the annual Chapter 44 Data Collection on the NJDOE Homeroom Web Portal Prepare and submit employee forms 1095 and annual ACA Reporting. Responsible for the creation and maintenance of the Position Control Roster. Responsible for maintaining the Records Retention file for the personnel department. Generate all re-hire lists reflecting new salary rates/steps for all staff for the Agenda. Responsible for job postings, recruitment, and screening for positions and related staffing tasks. Assists with the administration, negotiation, and implementation of the collective bargaining agreement(s) and Employee Handbooks. Assumes responsibility for the maintenance of all District job descriptions. Prepare and transmit state report for personnel in NJ SLEDS and NJ DOE Homeroom. i.e. SMID / Staff Vacancy /Staff Evaluations etc. Prepare and submit required monthly, bi-annual, and annual reports to the New Jersey State Department of Education, Monmouth County Office. Prepare monthly personnel agenda items for action by the Commission's Board of Directors. Prepare monthly letters, salary statements, and contracts as Board-approved. Process Leave of Absence requests, including FMLA/FLA notifications as required by the United States Department and Labor and Board Policy Provides assistance to administrators in determining staff needs and coordinates with districts to process staffing requests. Coordinates the District's goals, objectives, guidelines, and strategies for implementation pertaining to the teacher mentoring, paraprofessional training and review program. Assists with the development and revision of Board Policies and Administrative Regulations as they relate to the Human Resources Department. Provides timely and effective communications regarding incidents and/or situations which might impact the Commission, its department, or schools. Complete the annual evaluation of the Staff Specialist for Human Resources. Coordinate with the Payroll Department regarding new hires, terminations, staffing changes, and dockages. Process unemployment complaints and appeals and participate in Unemployment hearings as needed. Set up and monitor the software to complete the annual school employment trainings required by the state of NJ and/or the NJ DOE. Coordinate Workers Compensation with Schools, Employees, Insurance Company, and the Business Office to report and track work-related staff injuries Prepare purchase orders for processing and approval.
