PURPOSE STATEMENT
: As a member of the Superintendent's Executive Cabinet, the Director of Human Resources is responsible for planning, directing and integrating the broad and comprehensive human resource and personnel services of Great Falls Public Schools (GFPS) to ensure that GFPS derives maximum educational dividends from prudent management of the District's human resources and to ensure that GFPS is the employer of choice for every skilled and committed person who wants to work in the field of education in Montana. The Human Resource Director has a major role in supporting the District's efforts in maintaining positive employee relations; for monitoring internal and external compliance issues; and serving as a key resource person for any and all issues within the realm of human resources.

Provides overall leadership, oversight of the Human Resource Department and Payroll for the purpose of ensuring that the Departments outcome are achieved Directs and participates in the formulation, interpretation and implementation of applicable human resource policies, ensuring adherence to District, state and federal policies, laws and regulations Directs, manages, and oversees the implementation of personnel policies, procedures, collective bargaining agreements and related actions Manages the various processes associated with the employee benefit plans Responsible for health plan administration of a self-insured health plan Recommends and develops policies, procedures and/or actions Provides oversight and leadership in the management, allocation and transfers of personnel Manages the various processes regarding employee leaves Manages the various processes regarding employee separation Maintains manual and electronic documents, files and records Responsible for hiring, training and managing the crossing guards Supervises the District's substitute placement personnel, practices and processes for teachers, teacher aides, paraeducators and crossing guards Facilitates or co-facilitates various District committees and activities Regularly participates in meetings, workshops, and seminars Develops, recommends, and administers assigned department budgets and collaborates with the Director of Business Operations Prepares a wide variety of complex written materials Researches information for a variety of purposes Responds to written and verbal inquires from a variety of internal and external sources Creates opportunities for public input and involvement Participates in professional organizations that enhance education and technical expertise Performs such other duties as may be required by the Superintendent of Schools

PREFERRED QUALIFICATIONS: Master's degree in education, business, public administration or closely related field PHR, SPHR, SHRM-CP or SHRM-SCP certification(s) Experience leading/managing in a public-school setting

MAJOR RESPONSIBILITIES
:
Provides overall leadership and oversight of the Human Resource and Payroll Departments for the purpose of ensuring that the Departments outcome are achieved Directs and participates in the formulation, interpretation and implementation of applicable human resource and personnel policies, ensuring adherence to District, state and federal policies, laws and regulations Directs, manages, and oversees the implementation of personnel policies, procedures, collective bargaining agreements and related actions Recommends and develops policies, procedures and/or actions when required or when new procedures will aid in a more efficient operation. Establishes and maintains an effective system for internal and external communications Organizes and participates in collective bargaining processes Coordinates the recruitment processes (e.g. advertising vacancies, attending job fairs, screening applicants, conducting interviews, making recommendations for hire, orienting new employees, etc.) Oversees the appropriate processing of employee paperwork for job entry and ensures the verification of experience forms and college transcripts for correct salary placement Manages the various processes associated with the establishment and maintenance of wage and salary plans and cost-outs Manages the various processes associated with the employee benefit plans such as health insurance, flexible benefit plans and VEBA Provides oversight and leadership in the management, allocation and transfers of personnel to schools and departments Manages the various processes regarding employee leaves and related documentation Manages the various processes regarding employee separation (retirement, resignation, termination, etc.) to include Board action for any needed Reduction in Force procedures Maintains manual and electronic documents, files and records (e.g. background information, personnel files, vacancy listings, applicant tracking, substitute acquisition system, HR website, etc.) in order to provide accurate information in compliance with regulatory requirements and established guidelines. Develops and disseminates appropriate personnel handbooks and manuals as needed to implement applicable District, state and federal policies, laws and regulations Consults, advises and assists administrators on a wide variety of personnel issues Investigates complaints or concerns and develops appropriate courses of action based on the investigation results Facilitates a wide variety of informational meetings, workshops, seminars, etc. Directly and through subordinates supervises assigned professional and technical employees; establishes criteria for acceptable work behavior and performance; evaluates work of subordinates by comparing work quality to performance standards; coaches and counsels employees to encourage exceptional performance and improvement in areas of individual weakness. Monitors employee absenteeism and takes general or specific action as necessary Supervises the District's substitute placement personnel, practices and processes for teachers, teacher aides and paraeducators Facilitates or co-facilitates District committees and activities:
Labor Management Communications Committee (meets quarterly) Health Insurance Committee (meets monthly) School Calendar Committee (meets three time yearly) Administrative Hearing Panel (meets as necessary) Retirement/Longevity Reception (annual) New Teacher Training (annual) Other ad hoc as necessary and/or assigned
Participates in meetings, workshops, and seminars for the purpose of conveying and gathering information regarding personnel and human resource matters Informs the Executive Cabinet and Board of Trustees of the human resources and personnel operations of the District Assists in the preparation of the School Board meeting agendas and prepares appropriate reports to include the Personnel Action Report (twice monthly) and others as appropriate. Develops, recommends, and administers assigned department budgets and collaborates with the Director of Business Operations regarding District budgets to ensure that allocations are accurate, expenses are within budget limits and/or fiscal practices are followed Collaborates with internal and external personnel. Maintains contact with other school districts, colleges and universities, governmental agencies and other associations in the area of personnel management Prepares a wide variety of complex written materials (e.g. plans, budgets, investigative reports, analyses recommendations, procedures, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, making presentations, and/or providing supporting materials for requested actions Researches information for a variety of purposes to include the response to internal and external inquiries Responds to written and verbal inquires from a variety of internal and external sources (e.g. staffing, conflicts in policies and regulations, community concerns, parental requests, etc.) for the purpose of identifying the relevant issues and recommending or implementing a remediation plan.
