Responsibilities
Performs quality assurance and testing of software needed to facilitate and produce an accurate fiscal budget.
Assists in the preparation of policies and decision‑making processes of the Budget Office.
Directs and supervises the flow of work of the Budget Analyst.
Analyzes complex budgetary, managerial, and staffing problems and proposes solutions.
Maintains in‑depth knowledge of and interprets data for County departments, answers questions as needed, monitors budgetary appropriations, and produces budgets and related reports.
Performs grant‑related responsibilities.
Coordinates financial software requirements with IT to maintain the budget system’s accuracy and facilitates extraction of data.
Analyzes and provides recommendations on complex budgetary issues and monitors department expenses against budget.
Creates, develops, and administers budget documents and web information.
Forecasts estimate costs and revenues, prepares line‑item budgets.
Prepares interim reports, journal entries, and reclassifications.
Performs grant application tasks including writing, editing, budgeting, timelines, and certifications.
Performs other related duties as required.
Minimum Requirements
Bachelor’s degree or higher in Business Administration or related field.
Four (4) full‑time years of budgeting work experience with a multi‑million dollar government entity or public administration.
Two (2) full‑time years of supervisory experience, responsible for supervising work of employees and conducting performance evaluations.
Excellent knowledge of budgeting principles and practices.
Advanced spreadsheet and word processing software experience.
Advanced knowledge of County financial/budget software system.
Ability to interact with IT department to maintain budget system.
Advanced communication and presentation skills.
Ability to communicate with junior staff to train and direct.
Knowledge of State statutes regarding Texas County Government.
Physical Demands & Work Environment Regularly required to sit, walk, climb, stoop, lift, push, and pull. Full‑time employees participate in health, retirement, insurance, EAP, and other benefits programs.
