North Carolina Department of Health and Human Services (DHHS) is seeking a Senior Project Manager to manage the planning and implementation of a statewide IT project for the Division of Public Health (DPH).
Responsibilities
Work with DPH team and IT staff to develop project management, change management, risk management, rollout, and training plans.
Develop and maintain detailed project schedule, budget, and monitoring of expenditures.
Produce all required project management artifacts following State, DHHS and PMBOK guidelines.
Manage scope, resources, timelines, cost/budget, quality, communication, and procurements to meet project goals.
Lead hands‑on analysis of business and technical environments and write procurement documents.
Manage vendor contract deliverables and oversee all vendor activities.
Ensure project plans and schedules are established, maintained, and deliverables are completed on time and accurately.
Establish project governance, conduct formal presentations, and coordinate with stakeholders to institute appropriate controls.
Serve as IT project liaison to the business client and supervise technical implementation activities.
Develop and maintain State CIO project documentation.
Required Skills
Results‑oriented individual with strong work ethic and excellent IT project management, negotiation, communication, and problem‑solving skills.
Capable of leading effective project meetings tailored to audience.
Ability to create project plans, timelines, and work breakdown structures using project management tools.
Proficiency in project management, agile, scrum, and kanban software tools.
Strategic planning skills with understanding of roadmap development.
Strong written and oral communication skills, including presentations and status reports.
Experience working collaboratively with business/program partners.
Ability to identify and resolve system or business process/project issues.
Ability to build, influence, lead, and motivate teams toward end results.
Flexibility, adaptability, and ability to work in a high‑demand dynamic environment.
Strong analytical skills.
Experience writing procurement documents (RFP/RFQ) and technical artifacts.
Cloud‑based implementation project experience is a plus.
Preferred Qualifications
PMP certification; Agile/Scrum Master certification is a plus.
Experience managing legacy system upgrade and/or replacement projects.
Experience collaborating with State and Local Government and public health programs.
Experience planning and managing data conversion activities.
Experience building rollout plans.
8+ years of project management experience on large, complex automation implementation efforts.
8+ years of experience delivering projects with aggressive timelines, within scope, budget, and schedule.
7+ years of experience managing project risk, cost, schedule, quality, testing, and communications.
Strong leadership, organizational, interpersonal, and time‑management skills.
Demonstrated oral and written communication and presentation skills.
Experience with project management tools (e.g., Microsoft Project) and MS Office, SharePoint.
Demonstrated experience with both Waterfall and Agile projects.
Demonstrated vendor management experience on large IT project/system implementation.
Technical architecture/infrastructure knowledge across multiple hardware platforms and operating systems.
Health‑care industry experience is highly desired.
