Job Title: Senior IT Project Manager
Location: Must be local to the Research Triangle Park (RTP), NC region and work fully on‑site. Position type: Initial 12‑month contract with potential for long‑term extension. Pay: $55.00/hr – $60.00/hr, based on skills and experience.
Overview NewSouth Technologies is seeking an experienced Senior IT Project Manager to lead the planning and implementation of a statewide IT project. The role requires
proven leadership
with extensive experience managing large, complex IT projects, including system deployments, vendor management, and cross‑agency coordination.
The Senior IT PM will serve as the primary liaison between agencies, vendors, and executive stakeholders, ensuring delivery within scope, schedule, and budget while adhering to State CIO and project management standards.
Key Responsibilities
Lead project planning and execution with business, IT, and vendor teams, ensuring alignment with governance processes and minimal disruption to ongoing operations.
Develop and maintain detailed project schedules, budgets, charters, risk registers, and change management plans.
Manage project scope, timelines, resources, budget, quality, communications, and procurement activities.
Coordinate with business executives, IT personnel, and program resources to ensure stakeholder expectations are met.
Direct vendor management activities, monitor deliverables, and ensure compliance with contract requirements.
Conduct business and technical analysis, lead procurement efforts, and write RFP/RFQ documents as needed.
Oversee risk, compliance, data conversion, and rollout planning for statewide implementations.
Lead presentations and executive‑level communications, providing regular status updates and risk mitigation plans.
Supervise technical readiness during implementation, including infrastructure and system cutovers.
Ensure project documentation meets State guidelines and update the State Project Management (Touchdown) system.
Apply Waterfall and Agile methodologies to manage iterative and incremental delivery.
Required Skills & Experience
8+ years of IT project management experience with large, complex automation implementation efforts.
Demonstrated success leading system deployments with multiple clients.
Proven track record delivering projects on time, within scope and budget.
Strong leadership, interpersonal, and organizational skills with ability to motivate and guide teams.
Hands‑on expertise with project risk, cost, schedule, quality, testing, and communications management.
Advanced skills with Microsoft Project, SharePoint, and MS Office Suite.
Strong written and oral communication and presentation skills.
Proficiency in Agile, Scrum, and Kanban frameworks.
Experience with vendor management on large IT projects.
Technical knowledge of infrastructure, architecture, databases, and web technologies.
Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field.
Preferred Qualifications
Experience managing legacy system upgrades, migrations, and data conversion activities.
Background with DPH public health programs or healthcare industry projects.
Proven experience leading and implementing COTS and SaaS projects.
Familiarity with SharePoint end‑user sites, lists, libraries, and groups.
Experience writing procurement documents (RFP/RFQ, technical artifacts).
Strong knowledge of iterative and incremental development practices.
Previous experience collaborating with state or local government agencies.
