What You’ll Do Estimating & Bidding
Prepare detailed, accurate cost estimates for water/wastewater treatment plant and water resource projects.
Perform comprehensive quantity takeoffs for structural concrete, process piping, yard piping, and equipment installation.
Review drawings, specifications, and bid documents to determine project scope and cost drivers.
Solicit and evaluate subcontractor and vendor pricing for materials, services, and specialty systems.
Participate in bid reviews with management, explaining production rates, strategy, and risk factors.
Conduct value engineering and identify potential savings or efficiency opportunities.
Collaboration & Process Support
Work closely with project managers, superintendents, and the operations team to align preconstruction assumptions with field realities.
Support procurement and budget development for awarded projects.
Assist with schedule input, constructability review, and cost tracking as needed.
Represent Petticoat-Schmitt professionally with clients, vendors, and partners.
Continuous Improvement
Maintain knowledge of industry trends, cost data, and evolving construction methods.
Contribute to improving estimating tools, databases, and internal workflows.
Mentor and support junior estimating staff as needed.

What We’re Looking For Experience & Education
4+ years of experience as a Construction Estimator in heavy civil or WWTP construction.
Proven expertise in structural concrete estimating (tanks, process structures, equipment foundations).
Strong understanding of civil construction principles, methods, and risk assessment.
Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred.
Technical Skills
Proficiency with HCSS HeavyBid, AGTEK, B2W, or InEight (Hard Dollar) estimating software.
Strong Excel skills and proficiency with Microsoft Office Suite.
Familiarity with FDOT, JEA, COJ, and OSHA standards for civil construction.
High attention to detail, organizational excellence, and time management.
Excellent written and verbal communication skills.
