About The Role We are seeking a part‑time Small Business Program Manager to serve as the primary point of contact for all contractual, technical, and administrative matters supporting the Defense Health Agency Office of Small Business Programs (OSBP) Support contract. The role provides day‑to‑day leadership, coordination, and oversight of project staff and deliverables, ensuring alignment with the DHA OSBP objectives and Program Management Plan.
This hybrid remote position is based in Falls Church, VA and may require some onsite work and travel within the local geographical area.
Responsibilities
Lead and manage all programmatic, financial, and administrative aspects of contract performance for Mentor‑Protégé and Small Business Program support tasks.
Coordinate and communicate with government leadership to ensure alignment with mission goals and deliverables.
Develop and maintain project plans, staffing plans, performance metrics, and reports as required by the PWS.
Oversee subcontractor personnel, ensuring quality, timeliness, and compliance with all task and deliverable requirements.
Conduct semiannual performance reviews and support quality control and risk management processes.
Ensure adherence to all federal acquisition regulations, DHA security and training requirements, and program reporting protocols.
Manage program documentation, transition activities, and staff onboarding/offboarding.
Perform other duties as required.
Requirements
Minimum of five (5) years of experience managing multidisciplinary project teams and federal contracts, including subcontractor oversight.
Demonstrated understanding of Small Business Programs, Mentor‑Protégé initiatives, and DoD acquisition regulations (FAR/DFARS).
Strong leadership, communication, and stakeholder management skills.
Ability to obtain and maintain Public Trust or equivalent DHA security clearance and customer approval.
Must be legally authorized to work in the United States without employer sponsorship.
Education and Training
Bachelor’s degree in Business Administration, Management, or related field; advanced degree preferred.
Physical Requirements
Candidates must reside within commuting distance of Falls Church, VA.
Prolonged periods of sitting at a desk and working on a computer; may need to lift 25 pounds regularly.
