Broward County Regional Communications is seeking a skilled and experienced Project Manager to oversee and coordinate all project management activities related to the design, development, and construction of a new Public Safety Answering Point (PSAP). This includes the seamless relocation of active 911 and radio dispatch services from an existing site to the new facility. The Project Manager will ensure the successful fulfillment of requirements from the Operational teams, E911 team, Radio team, and Regional Public Safety Applications team while maintaining operational continuity. Familiarity with telephony, electrical systems, HVAC, and other PSAP-related technologies is essential. The role involves managing budgets, schedules, procurement, vendor relationships, risk mitigation, and stakeholder communication to deliver the project on time, within scope, and within budget. General Description Installs, configures, manages, monitors, and maintains the County network, security, and remote access infrastructure. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in computer science or closely related field.

(One year of relevant experience may be substituted for each year of required education.) Requires four (4) years experience in systems analysis, systems design and/or programming experience relevant to area of assignment including six (6) months lead work/supervisory experience. Special Certifications and Licenses

None. Preferences

Experience: Minimum 5 years of project management experience, preferably in public safety communications, technology infrastructure, or large-scale relocations. Certifications: PMP (Project Management Professional) certification preferred Expertise in deployment of telephony, radio communications, data networks, electrical systems, HVAC, and applications. Experience planning and executing relocations of mission-critical services with minimal downtime. Proficient in project management software (e.g., MS Project, Primavera). Strong organizational, analytical, and problem-solving abilities. Excellent written and verbal communication skills. Ability to lead and manage cross-functional teams. Knowledge of call center operational standards and best practices. Familiarity with regulatory requirements for public safety communication systems. Ability to work flexible hours and travel to project sites as needed. Key Responsibilities

Troubleshoots, updates, and grants or denies network access to resources passing through county Firewall, Intrusion Prevention Systems, Network Access Controller, and Virtual Private Network; configures, installs, troubleshoots, and maintains physical network equipment such as networking switches, content switches, routers, firewalls, and wireless access points. Monitors network activity and network access trends, unauthorized access attempts, and anomalies; creates and updates network access policies and rules; programs software and script used to automate and streamline policy changes. Acts as a liaison with assigned agency\'s technical staff including testing and troubleshooting system problems; assists staff with creating/running reports; represents agency on projects related to the financial system. Reviews IT paperwork, approves leave, end user requests and other IT related work; manages projects and assists in IT related work including fiber replacement, eFax implementation, Office Suite upgrades, PC rollouts, Windows upgrades, UPS replacements, Wi-Fi projects, laptop and tablet upgrades, as well as other IT related projects. Performs administrative office duties including procurement of IT hardware and software, enters purchase orders, maintains files, maintains software licenses, works on disaster recovery and maintains yearly capital and operating budget. Performs Server Administration tasks working with user accounts, quarterly account audits, provides access to groups, shares, server resources, and monthly after hours on-call rotation every three months. Manages projects and advises senior management, supervisor, and staff providing project management documentation, timelines, advising on project direction and solutions, responding to senior management report requests. Supervises, assigns work, and is responsible for the performance of software support staff including preparing annual performance reviews, approving leave requests, meeting and following up on a regular basis to ensure success with projects. Administers all database objects including tables, indexes, views, sequences, triggers, stored procedures, packages and functions; enforces and maintains database constraints to ensure data integrity; monitors and tunes databases for optimal performance and efficiency; develops, automates, monitors and tests database backup and restores processes. Project Planning and Scheduling : Develop and maintain a comprehensive project plan that includes timelines for PSAP construction, system installation, testing, and relocation activities. Collaborate with the Operations, E911, Radio, and Public Safety Applications teams to define and align requirements with project objectives. Plan and oversee the relocation of active 911 and radio dispatch operations to minimize service disruption. Continuously update schedules to reflect progress, delays, and critical milestones. Relocation Management : Develop and execute a detailed plan for transitioning 911 and radio dispatch services from the active site to the new PSAP. Coordinate phased system testing, staff training, and operational readiness prior to the move. Ensure the new PSAP is fully functional and operational before the transition occurs. Collaborate with stakeholders to establish contingency plans for maintaining service during the relocation process. Budget and Financial Management : Track and monitor project budgets, including costs associated with construction, equipment, relocation, and training. Ensure all expenditures are documented and remain within approved limits. Identify and mitigate potential financial risks, such as unexpected costs related to system upgrades or delays. Procurement and Vendor Management : Assist in procurement processes, including drafting RFPs, evaluating bids, and awarding contracts for construction, technology, and services. Establish and maintain relationships with vendors, contractors, and suppliers. Monitor vendor performance to ensure timely and quality delivery of equipment and services. Stakeholder and Team Coordination : Serve as the primary point of contact for stakeholders, ensuring clear communication regarding project objectives, timelines, and status. Facilitate collaboration among the Operations, E911, Radio, and Public Safety Applications teams to fulfill technical, operational, and training requirements. Conduct regular meetings to align stakeholders and address any challenges. Performs related work as assigned.
