PAY & BENEFITS Pay begins at $79,021.47 for Principal Planner and is dependent upon applicable experience. In addition to the base salary, this full-time position is eligible for an annual performance bonus as well as a longevity bonus.

DESCRIPTION This position is responsible for professional planning work of considerable difficulty. Duties and responsibilities include providing technical assistance to the Town Council, Planning Commission, Board of Zoning Appeals, and Historic Zoning Commission; assisting in the preparation of annexation studies, land use plans, and major thoroughfare plans; assisting in the review of site plans, subdivision plats, and reviewing variance and special exception requests; and performing related work as required. Reporting to the Town Planner under limited supervision.

RESPONSIBILITIES

Assists in providing technical assistance to the Town Council, Planning Commission, Board of Zoning Appeals, and Historic Zoning Commission to ensure that all residential, commercial, and industrial developments meet the guidelines of the Zoning Ordinance, Subdivision Regulations, Design Review Manual, and Sign Ordinance.

Assists in the preparation of annexation studies, land use plans, major thoroughfare plans, community facility plans, and other long-range plans as the need arises.

Assists in the review of subdivision plats for conformity to the Subdivision Regulations and makes recommendations to the Planning Commission.

Assists in the review of site plans for conformity to the Zoning Ordinance and Design Review Manual and makes recommendations to the Planning Commission.

Assists in the review of rezoning and annexation requests for conformity to the Land Use Plan and makes recommendations to the Planning Commission and Town Council.

Assists in the review of variance and special exception requests and makes recommendations to the Board of Zoning Appeals.

Assists in the preparation of Plans of Service.

Assists in the preparation of grant applications.

Assists in the preparation of amendments to the Zoning Ordinance, Subdivision Regulations, Design Review Manual, and Sign Ordinance as needed.

Assists in the calculation of amounts for surety for subdivision plats to be recorded and for occupancy certificates to be issued on new commercial and industrial buildings; and assists in the maintenance of these surety instruments to ensure completion of the required improvements.

Writes and presents staff reports and recommendations for the Planning Commission, Board of Zoning Appeals, and Historic Zoning Commission consideration and assists in managing and archiving reports and supporting documentation.

Assists in the administration of the FEMA floodplain program.

Develops and maintains databases and maps utilizing ArcView and related software.

In the absence of the Town Planner, presents Planning Commission reports to the Town Council.

Answers and directs public inquiries in person, by phone, or through electronic mail as required.

Performs other duties as assigned by the manager.

QUALIFICATIONS

Bachelor’s degree in Urban Planning, Regional Planning, Geoscience, Geography, or closely related field, and 5 years experience preferably in a local government setting.

Master’s degree in Urban Planning, Regional Planning, Geoscience, Geography, or closely related field, and 2 years experience preferably in a local government setting.

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

ADDITIONAL REQUIREMENTS

Must be at least 18 years of age.

Must have a valid Tennessee driver’s license.

AICP certification preferred.
