Health, Safety, and Environmental (HSE) Manager - Job Description Position Summary: We are looking for a dedicated Health, Safety, and Environmental (HSE) Manager who is eager to make a significant impact on our organization. In this crucial role, you will lead and enhance our comprehensive HSE programs. Your responsibilities will include developing, implementing, and maintaining HSE policies and training initiatives that ensure compliance with regulations and promote a culture of safety, health, and environmental stewardship throughout all operations. This role requires regular travel to Ecoat.us facilities in Mission, TX; Seminole, OK; Tulsa, OK; and Cleveland, TN. The position will be responsible to the executive team.

Responsibilities Foster a Proactive HSE Culture

Collaborate closely with colleagues from other business units and departmental peers to promote a sustainable and proactive health, safety, and environmental culture.

Provide leadership and communication to enhance HSE awareness across the Company.

Serve as the primary point of contact for internal risk management personnel.

Participate in planning meetings for high-risk projects, providing input on HSE considerations.

Develop/Implement HSE Programs & Provide Training

Develop and update HSE programs, policies and procedures in alignment with regulatory requirements, ISO 9001 standards, and industry best practices.

Lead the implementation of all relevant standards, including but not limited to OSHA, TOSHA, and Environmental Protection Agencies.

Design, deliver and coordinate HSE training programs for field and office employees, including new hire and ongoing certifications.

Develop, maintain, and implement contractor HSE programs consistent with Company requirements.

Audits & Inspections

Conduct regular on-site inspections and audits to identify hazards and ensure compliance with HSE policies.

Work closely with plant managers to ensure site-specific compliance and corrective action follow-through.

Develop and implement corrective action plans to resolve non‑compliance or other HSE risks.

Incident Management & Reporting

Lead investigations of HSE incidents, including but not limited to injuries and near misses, identifying root causes and implementing corrective actions.

End‑to‑end ownership of incident management processes, including standardized documentation and reporting processes to appropriate internal and external parties.

Develop and maintain detailed incident records and reporting mechanisms for regulatory agencies, leadership, operations, and insurance carriers as required.

Collaborate with Human Resources to develop Return‑to‑Work plans for injured employees.

Monitor Safety Performance

Track HSE performance metrics, including, but not limited to, incident rates, near‑miss reports, and training completion.

Develop, implement, and track leading indicator metrics to proactively produce positive results.

Identify trends and opportunities to enhance HSE performance and recommend improvements.

Develop HSE dashboards and reports.

Compliance & Documentation

Ensure proper documentation of all HSE policies, incidents, inspections and employee training records.

Management of proactive HSE training and equipment program, including tracking and monitoring for compliance with internal and industry standards.

Maintain and update required documentation, including, but not limited to, employee certifications, training completion records and Safety Data Sheets (SDS).

Ensure records are maintained in alignment with OSHA recordkeeping requirements (29 CFR Part 1904) and ISO 9001 standards.

Personally displays and encourages extreme ownership.

Strong data analysis skills for safety metrics and trend reporting.

Required Education & Experience

Bachelor’s degree or equivalent technical certification and practical experience.

Minimum 5 years of experience with increasing responsibilities in EHS management.

Experience in coatings, chemicals, or manufacturing environments.

Must be able to travel 50–60% of the time to assigned facilities.

Certification & Capabilities -

OSHA 30‑Hour certification.

Certified Safety Professional (CSP).

Familiarity with applicable environmental regulations as promulgated by various federal, state, and local agencies.

Certified Industrial Hygienist (CIH) – desirable but not required.

First Aid/CPR Instructor certification.
