Join Our Team . Under the general direction of a Police Captain, the EOC performs professional and administrative work in the development, planning, coordination, implementation, and execution of a comprehensive emergency and disaster preparedness program.

The ideal candidate will possess extensive experience and knowledge of incident management principles, outstanding interpersonal skills, experience collaborating with various City departments, volunteers, and community groups, proven ability to analyze problems and identify solutions, and strong communication skills.

Essential Duties

Plan, implement, coordinate, and direct the City's emergency management programs, projects, and services.

Coordinate and conduct EOC, SEMS, and NIMS training with City personnel and other agencies.

Oversee all aspects of the Emergency Management Performance Grant (EMPG) and ensure compliance while seeking funding through disaster preparedness related grant programs.

Attend trainings to maintain knowledge of current trends, legislation, and best practices related to disaster and emergency preparedness.

Develop, coordinate and manage all elements of the Community Emergency Response Team (CERT).

Manage the City's ambulance contract, including coordination and billing processing.

Enhance and maintain the City's Emergency Operations Plan (EOP).

Prepare and monitor emergency operations budget.

Coordinate with City departments and outside agencies to manage disasters and emergencies.

Perform other related duties as assigned.

Requirements Education & Experience

Graduation from an accredited high school or successful completion of the G.E.D. exam.

Four (4) years of progressively responsible experience in emergency management programs, disaster response, or emergency preparedness.

Knowledge of

Municipal emergency services program planning and development, policies, operations, and services.

Federal, state, and local laws, regulations, policies, and plans for homeland security, emergency management, and financial assistance.

Emergency Operations Centers and emergency communications.

Disaster preparedness training, SEMS, NIMS, and operational area concepts.

Program development, administration, and evaluation.

Microsoft Office Suite.

Ability to

Plan, organize, develop, and coordinate emergency management programs and exercises.

Understand and apply local, state, and federal rules and regulations.

Analyze situations quickly and accurately and take effective action.

Develop and present formal training programs related to emergency management.

Develop public information materials and make public presentations.

Conduct research, prepare reports, and make recommendations.

Establish and maintain effective working relationships with City officials, staff, and external agencies.

Communicate clearly and concisely orally and in writing.

Physical Demands Incumbents sit, walk, stand, climb stairs, stoop, bend, lean, turn, twist, crouch, kneel, squat, reach above and below shoulder level, use hands repetitively, speak clearly, hear normal voice conversation, use visual depth perception; see small details and long distances, distinguish colors, drive a vehicle; work on a personal computer; type or use a 10 key; and use a telephone.

Work Environment Incumbents work outside, inside, in direct contact with the public, and may be required to respond to an emergency at any time.

Other Requirements

Must possess a valid Class C California driver license with an acceptable driving record (≤3 DMV points in the past 5 years, ≤1 DUI in the past 10 years).

Completion of the following courses is required: IS 700, IC S 800, IC S 100, IC S 200, IC S 300, IC S 400.

Certification as an Emergency Manager by the International Association for Emergency Managers is highly desirable.

Selection Process

Oral panel interview (tentatively scheduled for Tuesday, December 2, 2025).

Candidates will be required to complete and pass a thorough background check through the Garden Grove Police Department.
