This is a responsible, professional position with the Florida Department of Health, Division of Children’s Medical Services, Bureau of Early Steps and Newborn Screening. The incumbent in this position will require commensurate skill, professional judgment, and knowledge to coordinate activities related to the planning and implementing of a statewide system of early intervention services for young children and their families. The position performs the functions required under the Individuals with Disabilities Education Act (IDEA), Part C and Part III of Chapter 391, Florida Statutes, related to the Early Steps program. The individual in this position is responsible for monitoring programs and activities in the state to ensure compliance with all requirements in IDEA, Part C, state statutes, and enforcing any obligations imposed on agencies.

Your Specific Responsibilities
Lead and participate in teams conducting onsite and desk review monitoring of assigned Local Early Steps (LES) programs in the state to ensure compliance in carrying out federal and state requirements and positive outcomes for infants, toddlers and their families. Track corrective actions and follow up related to correction of noncompliance.
Develop and revise policy and guidance documents (including related forms), analyze data and draft reports for both state and federal partners.
Provide coordination, technical assistance, oversight of activities for assigned Local Early Steps programs.
Prepare written reports to assigned Local Early Steps programs to reflect the state’s findings and the outcome of monitoring activities and/or complaint investigations.
Participate on various work groups, teams, committees related to program‑related issues and topics.
Perform other work‑related duties as assigned.
Minimum Qualifications
Valid State of Florida Driver’s License.
Preferred Qualifications
Bachelor’s degree or higher in human services, education, health, social work, psychology, sociology, public administration or a related field.
Two years of experience in quality assurance, program evaluation or analysis; developing and overseeing processes to ensure program integrity and implementation of federal or state mandates, statewide policies and service delivery models; tracking implementation of actions to ensure correction of noncompliance identified through monitoring.
Required Knowledge, Skills, and Abilities
Knowledge of early intervention programs and service delivery systems for infants and toddlers and the continuum of care for children with special health/developmental needs.
Ability to communicate effectively verbally and in writing, prepare written material and conduct oral presentations.
Skills in developing working relationships.
Ability to review and analyze legislation and plan legislative implementation.
Ability to facilitate meetings and write documents to exchange information, determine actions and accomplish objectives.
Ability to facilitate community collaboration activities.
Ability to travel.
Knowledge of computer software (Microsoft Word, Excel, Outlook, PowerPoint) and database systems.
Knowledge of the principles of automated office equipment.
Knowledge of confidentiality rules.
Ability to search the internet for business‑related information.
Communicate effectively in both written and oral formats.
Establish and maintain effective working relationships with others and work effectively across agency lines.
Organize work and make independent decisions.
Work independently on difficult tasks and understand and carry out complicated oral and written instructions.
Prioritize workload and manage multiple projects simultaneously and follow through on issues promptly.
Work effectively at a fast pace and produce quality work in stressful situations.
Possess reliable work habits, being punctual and showing practical time management skills.
