Raytheon is looking for an experienced Procurement Specialist to join its exciting and growing Electronic Warfare Systems, Acquisitions team in Goleta, CA. This position will support the Advanced Products & Solutions SBU (Strategic Business Unit) and reports directly to the Sr. Manager of Procurement and Subcontracts for EWS.
What You Will Do
Develop and manage a portfolio of subcontracts and procurement activities.
Participate in gate reviews and capture/proposal efforts, and facilitate relationships across organizations and suppliers.
Ensure all subcontracts and purchase orders are fully compliant with policies, procedures, and the Federal Acquisition Regulations.
Perform procurement and supplier management functions in support of U.S. Government subcontracts. Administer and care for low‑ and high‑dollar POs and subcontracts, including Firm Fixed Price (FFP) and other contract types.
Develop the overall sourcing and procurement activities from development through production and final contract close out.
Develop tactical and strategic aspects of supplier relationships, monitor supply‑chain risk, and create solutions to complex problems.
Lead the supplier‑management team: generate RFPs, negotiate price, delivery, payments, and contractual terms, and monitor milestones.
Communicate clearly, be proactive, flexible, and facilitate tasks to completion.
This is a hybrid role. The candidate will work approximately 2–3 days per week onsite in Goleta, CA. The schedule is a 9‑day per week, 80‑hour week with every other Friday off.
Qualifications You Must Have
Minimum 5 years of relevant experience (or a minimum of 3 years with an advanced degree) and a University Degree or equivalent experience.
Experience with DoD procurement/subcontract compliance (Public Laws, FAR, DFAR, ITAR, and import/export requirements).
U.S. citizenship and ability to obtain a U.S. government‑issued security clearance (DoD or SSBI).
Qualifications We Prefer
Experience in formal negotiations, supplier management, and supporting procurement and subcontract management teams.
Experience working in an Integrated Product Team (IPT) environment.
Experience interfacing with internal customers at all levels.
Experience delivering presentations to key stakeholders.
Knowledge of ITAR/EAR regulations.
Active security clearance: DOD or SSBI preferred.
Salary: 90,000 USD – 182,000 USD.
