Overview

Are you a visionary finance leader with expertise in bond issuance, public finance, and strategic planning? The Iowa Finance Authority (IFA) and Iowa Economic Development Authority (IEDA) are seeking a Chief Finance Officer to guide the fiscal stability of two mission-driven agencies dedicated to serving Iowans. Your leadership will ensure that IEDA|IFA remain financially sound and resilientempowering us to continue delivering affordable housing, economic development, and community support programs that improve the lives of Iowans. What Youll Do

Executive Leadership: Serve as CFO for both IFA and IEDA, providing strategic direction and oversight of all financial operations. As a member of the Senior Executive Team, youll collaborate with agency leaders to shape organizational strategy and ensure long-term financial sustainability. Bond Issuance & Capital Strategy: Lead the structuring, pricing, and execution of bond issuances across single family, multifamily, State Revolving Fund (SRF), and other programs. Manage relationships with investment banks, financial advisors, bond counsel, and rating agencies. Financial Planning & Risk Management: Oversee budgeting, forecasting, and investment strategies. Monitor market conditions and advise on interest rate determinations and hedging strategies for mortgage-backed securities. Regulatory & Board Engagement: Ensure compliance with state and federal regulations. Serve as a key resource to the IFA and IEDA Boards, responding to inquiries and guiding financial decision-making. Team Development: Lead and mentor finance and accounting teams across both agencies. Set goals, evaluate performance, and foster a culture of innovation, accountability, and excellence.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation. Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation. All of the following (a and b): Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and a combination of education and experience where thirty semester hours equals one year of experience. All of the following (a, b, and c): Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; plus a combination of education and experience as described above; and a combination of graduate-level education with related experience. Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable management-level position.
