Main Purpose of the Position The purpose of this position is to oversee the day-to-day operations of the Office of Administration for the Family Investment Administration (FIA), comprised of three units: Budget and Fiscal Services, Contracts and Special Projects, and Administrative Support Services. The position manages the annual operating budget for four programs ($206 million) and contributes to the development and analysis of Public Assistance Payments, Local Operations, and Work Opportunities budgets ($1.38 billion). It also provides contract‑management support for human‑service contracts (valued over $97 million), directs the Medical Assistance Co‑Pay Program, manages the Managing for Results (MFR) strategic planning process for seven programs, oversees the FIA Performance Evaluation Program (PEP), and ensures compliance with state and federal programmatic, fiscal, and reporting requirements.
Position Duties
Plan, coordinate, supervise, and evaluate the work of the office and seven employees (four direct, three indirect), delegating work and conducting performance evaluations.
Direct formulation and development of FIA’s operating budget, current services adjustments, and unfunded enhancement requests for the Director’s Office and associated public‑assistance programs.
Develop budgets for special projects and initiatives mandated by federal or state legislation.
Oversee preparation, negotiation, execution, and ongoing maintenance of over 125 human‑service contracts/grants valued at more than $97 million.
Provide oversight of the requisition process to facilitate acquisition of goods and services, ensuring procurement (COMAR, Title 21) and finance regulations are followed.
Oversee implementation of FIA’s intermediate and long‑range plans for new federal and state program initiatives, including solicitation development and contract renewals.
Direct the MA Co‑Pay program for case managers stationed at 50 hospitals, clinics, and long‑term care facilities, performing eligibility determination services for medical assistance.
Establish and evaluate MA Co‑Pay goals; develop and implement rules, regulations, and standards based on the Code of Federal Regulations.
Conduct MA Co‑Pay program presentations at health‑care provider exchange meetings.
Minimum Qualifications
Bachelor’s degree from an accredited college or university.
Nine years of experience in administrative, professional, or technical work, including four years that involved supervision of others or responsibility for program development.
Notes – Credential Substitutions
Graduate‑level education (up to 30 credit hours) may substitute up to two years of the required experience on a year‑for‑year basis.
Additional professional or technical experience in the administration of a human‑services program or in program analysis may substitute required education on a year‑for‑year basis.
U.S. Armed Forces military service experience at the rank of Corporal/Petty Officer or higher as a commissioned officer may substitute required experience, with at least two years in an administrative supervisory or consultative capacity.
Selective Qualifications
One year of experience with accounting systems (FMIS, ADPICS, and R*STARS).
Desired or Preferred Qualifications Extensive knowledge of all FIA programs (Temporary Cash Assistance, Medical Assistance, SNAP, Home Energy, emergency food programs), COMAR, Title 21, procurement law, contract management, the state budget process, and state and federal policies and funding requirements.
