Base pay range US$45.00/hr – US$50.00/hr

Daily Duties / Responsibilities The Technical Business Analyst plays a critical role in supporting and enhancing the South Carolina Department of Public Health’s Human Resources systems, with a primary focus on the SCEIS SAP ECC platform and other agency systems. The analyst bridges the gap between business needs and technical solutions by analyzing HR processes, identifying areas for improvement, and leveraging SAP functionalities to optimize workflows and data integrity. The role collaborates with HR, IT, and Finance departments to ensure system capabilities align with organizational goals. Responsibilities include system analysis, testing, documentation, training, reporting, and project coordination. The analyst also supports system upgrades, ensures compliance with IT security standards, and contributes throughout the software development lifecycle. Key responsibilities:

Analyze HR business practices to identify issues, gaps, and opportunities for improvement.

Recommend process enhancements using SAP functionalities within SCEIS.

Study system capabilities related to financial and administrative systems (SCEIS SAP ECC modules).

Validate system changes to ensure technical requirements are met.

Maintain system protocols and assist with the system software lifecycle process.

Participate in system upgrades, patches, and enhancements.

Conduct unit, integration, and user acceptance testing (UAT).

Assist with production rollouts and ensure smooth implementation.

Collaborate with stakeholders to coordinate testing and deployments.

Develop and maintain user guides, training materials, and system documentation.

Conduct training sessions for HR staff and end‑users.

Generate reports for audits, compliance, and management reviews.

Develop and support reports and dashboards using Excel and Power BI.

Ensure data accuracy, integrity, and security across HR platforms.

Compare data from multiple sources to identify inefficiencies and recommend improvements.

Collaborate with HR teams to streamline workflows and automate manual tasks.

Assist in gap analysis from current to future state.

Work with Finance and IT teams to identify and implement system/process improvements.

Prepare and manage project documentation (plans, schedules, scope statements, lessons learned).

Facilitate stakeholder meetings and maintain communication throughout the project lifecycle.

Monitor progress, create status reports, and support risk management strategies.

Manage work requests and ensure alignment with business and technical needs.

Partner with HR, IT, and Finance departments to align systems with business needs.

Maintain SharePoint collaboration content.

Adhere to IT development standards and cybersecurity requirements (NIST 800‑53, FISMA, SC InfoSec).

Required Skills (Ranked By Importance)

Strong analytical and documentation skills for business/system process improvement.

Experience with HRIS systems.

Working knowledge of state HR/payroll processes, data privacy (HIPAA, FLSA), and compliance frameworks.

Proficiency in creating user guides, SOPs, and technical documentation.

Advanced skills in reporting, dashboards, and data visualization.

Strong command of Microsoft Office (Word, Excel, PowerPoint, Visio) and collaboration tools (SharePoint, OneDrive, Teams).

Preferred Skills

Experience with SAP SuccessFactors.

Knowledge of information security practices.

Excellent written and verbal communication skills.

Understanding of IT development and implementation projects.

Education

Required: Bachelor's or Master’s degree in a relevant field, or equivalent work experience.
