Job Summary

This position is in the Office of Labor Relations and Collective Bargaining (OLRCB), the administrative unit representing the Executive’s principal management advocate in labor relations and collective bargaining matters for agencies under the Mayor’s personnel authority. The mission is to administer a comprehensive and centralized labor relations program on behalf of the Mayor. The incumbent is responsible for performing comprehensive research and economic analysis to support collective bargaining negotiations and labor initiatives for unionized bargaining unit positions throughout the District of Columbia government, including labor market analysis, fiscal analysis, and multi‑year forecasting based on employment trends, demographics, and total compensation packages. Duties and Responsibilities

Compile and analyze survey materials and data relating to salaries, wages, employee benefits, premium pay, hours of work, and other compensation issues to formulate OLRCB proposals and counterproposals. Serve as an advisor on labor economic issues and meet with management on compensation, benefits, proposals, and strategies. Provide comprehensive background briefings to ensure a professional and persuasive presentation of management positions. Create and maintain a compliance arm within OLRCB to facilitate the implementation of collective bargaining agreements, settlement agreements, orders of the Public Employee Relations Board (PERB), and other decisions and orders resulting from third‑party litigation with a compensation aspect. Oversee and coordinate the work of research and staff assistants in the Research and Economic Unit. Support management cases through research and analysis in third‑party proceedings and provide expert testimony as needed. Qualifications and Education

Basic Requirements

A

– Degree in economics, including at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. B

– Combination of education and experience equivalent to a major in economics (as described in A) plus appropriate experience or additional education. In addition, specialized experience is required; at least one (1) year of specialized experience must be equivalent to at least the next lower grade level in the normal line of progression. Work is usually performed in an office setting with frequent travel to and from various agency job sites for meetings. Other Significant Facts

Tour of Duty: Monday – Friday 8:15 AM – 4:45 PM. Pay Plan, Series and Grade: CS‑0110‑13. Promotion Potential: No known Promotion Potential. Duration of Appointment: Career Service, Regular. Collective Bargaining Unit: This position is not covered under a Collective Bargaining Unit. Position Designation: The incumbent will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive. Residency Preference: When claiming residency preference, the applicant must maintain bona fide District residency for seven (7) consecutive years from the effective date of employment and provide supporting documents.
