Job Summary
This position is located within the Department of Health Care Finance (DHCF) and is a
Management Analyst
role at the DC Department of Human Resources. The DHCF’s mission is to improve health outcomes by providing access to comprehensive, cost-effective, and quality healthcare services for residents of the District of Columbia.
Duties and Responsibilities
Collaborate with government agencies and community organizations to address Medicaid policy concerns, identify root causes, and recommend solutions to improve efficiency.
Develop and update Medicaid policy and procedure documents by gathering information from various federal and state regulations; plan, organize, analyze, evaluate, and provide policy guidance to data analysis, systematic and business processes.
Coordinate with DHCF and District of Columbia Access System (DCAS) to establish Medicaid eligibility priorities and objectives that impact the DC’s eligibility system.
Participate in planning and implementation meetings to monitor progress and finalization of projects.
Independently execute a policy project plan life cycle by gathering/interpreting policy, creating/updating policy documents, creating JIRA tickets, setting timelines, serving as lead contact on Joint Application Requirement/Joint Application Development meetings, training, and completing all tasks.
Oversee and manage contracts, including creation to execution, monitoring and renewal; manage, organize, coordinate and monitor activities of eligibility program projects in cooperation with stakeholders.
Prepare written or oral summaries identifying data findings, recommendations and project management; recommend improvements or solutions to problems and determine appropriate actions.
Observe and analyze Medicaid programs to verify compliance with federal and state guidelines.
Qualifications and Education Specialized Experience – One (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression for the occupation; experience in Medicaid policy, program analysis, or related field.
Licenses and Certifications None required.
Working Conditions/Environment Office setting.

Tour of Duty: Monday – Friday; 8:15 am – 4:45 pm.
Pay Plan, Series, and Grade: CS-343-13.
Promotion Potential: No known promotion potential.
Collective Bargaining Unit: Not represented by a collective bargaining unit.
Position Designation: Security sensitive – subject to enhanced suitability screening, criminal background checks, background investigations, and mandatory drug and alcohol testing.
Residency Preference: Applicants must maintain residency in the District of Columbia for a minimum of seven (7) years.
