BASIC PURPOSE:

Oversee, guide, and direct the Assignment Specialist team to provide proper staffing/manning of shipboard employees for each ship in a timely manner. Ensure NCLH crew scheduling systems are updated /maintained with accurate information as related to scheduled assignments, taking into consideration various business areas forecasted budgets and manning requirements. Monitor and evaluate requests that fall outside of established rotations and or employment contracts, making fair, consistent and cost-effective accommodations when possible. Provide support and assistance to management as needed including, but not limited to, current and future shipboard manning requirements such as scheduling, reporting, dry docks, new builds, etc.

POSITION RESPONSIBILITIES: Lead and coach the Assignment Specialist Team. Monitor work performance (quality and accuracy of workload) and provide regular feedback as necessary. Provide training to support the success of new and existing Assignment Specialists. Review and maintain fleet personnel database (MAPS) to ensure the rotations are planned with logical assignments based on, but not limited to, ships itinerary, budgeted manning levels, contracted periods of time, visa requirements, license requirements, nationality mix, gender ratio, and any other criteria set forth by management. Familiarity with STCW and license requirements for all shipboard positions. Ensure all active crew who are eligible for future assignments have been given a return date and ship assignment prior to their sign off date. Ensure data in MAPS is accurate, and that records are closed with proper justification and in a timely manner. Guide the Assignment Specialists when resolving requests from shipboard management, business owners, and Deployment Administrators, regarding crew scheduling requests and/or challenges related to employment contract extensions, changes, vacations, medical leave, terminations, and specific ship assignments to ensure fair, consistent, efficient cost-effective solutions. Review budgeted versus actual manning on an ongoing basis to identify variances, identify reasons for discrepancies, and provide solutions to rectify any challenges. Ongoing familiarization with the SMS (Safety Management System), Shipboard HR Operations policies and procedures appropriate for the role and shipboard positions to be reviewed and reinforced with the team as required. Part of the Shipboard HR Operations Management Team rotation for the After-Hours Emergency Phone, where it's required to be on call during out of office hours to approve flights for GMT or last-minute requests from shipboard - HROM/Crew Purser, assist crew who may be stranded during travels, and provide employment verification for CBP when needed. Perform other job-related functions as directed.

KNOWLEDGE AND EXPERIENCE:

EDUCATION:

Associates Degree or any equivalent combination of relevant background, skills, and experience.

EXPERIENCE:

Minimum 2 years business/administrative experience working with large international crew movement is required. Minimum 4 years scheduling experience required. Previous cruise line experience preferred. At least 1-year prior experience in a supervisory role is preferred. Knowledge of STCW documents and regulations is a plus.

KNOWLEDGE & SKILLS:

Strong knowledge of Microsoft Office Suite with special emphasis on Outlook, Word and Excel in order to develop correspondence, emails and create/modify reports. Knowledge of or ability to learn world geography and international visa requirements. Knowledge of or ability to learn MAPS system to navigate and update information. Excellent written and verbal communication skills required to effectively interact with joining crew, hiring partners, unions, medical partners, port agents, HR Operations management and onboard/shoreside team members within the organization. Excellent organizational skills to meet multiple deadlines while working in a fast-paced environment. Detail oriented to accurately enter data in MAPS and develop rotation schedules and make appropriate changes to scheduling plans. Knowledge of or ability to understand CBAs (Collective Bargaining Agreements) and Union Agreement, all contracts of employment, and terms and conditions of employment for all crew and officers in area of responsibility. Interpersonal skills to work in a team-based environment, organizational and time management skills to work independently. Knowledge of or ability to learn shipboard structure and terminology. Decision making skills to evaluate requests in fair, consistent and cost-effective manner in the best interest of the company. Good analytical skills, strong organizational and interpersonal skills, ability to communicate effectively, and strong attention to detail. Ability to shift priorities based on scheduling/business demands. Must have the ability to work autonomously with little supervision. Ability to handle and maintain confidential information. Demonstrated ability to lead, mentor and develop team members as well as delegate and resolve problems. Strong teamwork, collaboration, and close communication within the management team irrespective of area is expected for the department to succeed. Must be familiar with the Safety Management System SMS, Infectious Disease Management System IDMS and carry out the policies and procedures appropriate for position. Ability to work late hours, weekends and/or travel onboard ships when needed.
