Description This opportunity is only open to current Washington State Department of Revenue employees. Attention Revenue! The Compliance Division's Specialty Collections Unit is looking to fill a Revenue Agent 3 (RA3) Technical Specialist position. Members of this unit support Compliance Division staff in matters that are intricate, sensitive, or emerging. As a Technical Specialist, you will accept and develop cases from throughout the division that require in-depth investigation and financial analysis. This may involve the review of federal income tax materials, legal research, and field assistance in situations that require significant coordination.
While the Technical Specialist directly contributes to the agency's vision and mission to achieve the highest level of voluntary compliance through fair and efficient revenue collection, this position's primary focus is the division's priority to achieve its fiscal year cash commitment through independently collecting high-dollar, complex, time-consuming, and possibly sensitive accounts using advanced techniques in judgment enforcement.

Duties The Senior Revenue Agent is the technical expert working and resolving very complex, time consuming, and possibly sensitive taxpayer accounts, which require in-depth investigation and financial analysis. In addition, the Senior Revenue Agent provides expert knowledge in all areas of collection activities to all levels of staff, including the review and interpretation of financial documents, brokerage forms, and federal income tax returns. Collection assignments commonly involve taxpayers who are uncooperative, evasive, and reluctant to provide information; taxpayers may conceal or undervalue assets, income, and tax liabilities. This position also: Independently contacts and resolves complex delinquent accounts using advanced professional techniques in fieldwork, telephone use, and correspondence to determine the amount of tax liability and effect compliance. Performs detailed financial analysis and evaluates assets to determine the taxpayer's ability to pay. Independently issues tax assessments, and initiates and files tax warrants in the county where business is located. Initiates action to revoke the certificate of registration of a business and is responsible for legal service of the documents, represents the department before the hearing officer and throughout the appeal process. Independently composes appeal responses that serve as legal briefs summarizing the department's case in tax appeals. Acts as the first level review for drafted appeal responses and technical advice requests. Provides customer service on assigned front counter back-up days and/or whenever customer service assistance may be required. Provides training and technical expertise for new Revenue Agents and conducts on-going training for more experienced agents. Researches case law and makes inquires to other agencies, drafts petitions on behalf of the Attorney General's Office. Qualifications

Apply and interpret RCWs, WACs, WTDs, ETAs, and departmental policies to assist customers and resolve compliance issues. Preference may be granted to candidates who possess:
Two years of experience as a Revenue Agent with at least one year of those at the journey level within the Department of Revenue.

A bachelor's degree involving major studies in business administration, accounting, public administration, political science, economics, criminal justice, sociology, psychology, law, or a closely related field
AND
Two years of experience in the field of personal or business finance, tax auditing, law, law enforcement, adjustment of claims, examination and analysis of business tax records, collection of civil debts, or other related fields.
