Under the supervision of the Director of Family Services, the Family Services Manager will provide additional support to Family Services Department staff in managing Residential program referrals, intakes, and extensions, advising on family action plans, and assisting with the coordination of Residential activities (such as House Meeting and other community meetings). The Family Services Manager supports the daily operations of the Residential Case Management team and overall program performance, data integrity, and government contract compliance. This position ensures high-quality service delivery, manages program data systems, and partners with the Director of Family Services on initiatives that advance outcomes for families experiencing homelessness. Experience managing government contracts, particularly with the San Francisco Department of Homelessness and Supportive Housing (HSH) and working with data systems such as Apricot is strongly preferred. Key Responsibilities

Program and Team Leadership

Support a culture of accountability and learning through consistent team meetings, supervision, and professional development. Serve as the main contact for the Family Access Points. Oversee referrals, eligibility screenings, and intakes into the Residential Shelter Program; monitor occupancy and timely placements. Lead case plan meetings if requested; provide updates to the Director of Family Services. Assist with responding to shelter extension requests, ensuring compliance with internal and external documentation requirements. Support the Problem-Resolution process by reviewing and responding to them with the Director of Family Services. Coordinate residential community meetings (topics, presenters, dates). Establish meaningful intern and volunteer opportunities (when assigned). Ensure interns receive training, supervision, and evaluation according to their internship program. As our program expands, this position may take on a supervisory role in the future.

Program Data, Compliance, and Reporting

Maintain, analyze, and report data in Apricot, the ONE System, and other databases; monitor data quality to ensure accuracy, timeliness, and compliance with agency and funder requirements. Draft regular reports on outcomes, occupancy, and service metrics. Support government contract management, including compliance with deliverables, fiscal tracking, and timely submission of HSH and other funder reports. Serve as Agency Lead for San Francisco’s ONE System, managing inventory, referrals, and data integrity; attend monthly Agency Lead meetings.

Program Administration, Development, and Community Outreach

Assume responsibility for Family Services operations when Director of Family Services is unavailable. Fairly and consistently uphold program policies and procedures. Partner with Director of Family Services to implement new program initiatives, strengthen service delivery, and develop outcome measurement tools. Supervise distribution of Direct Aid funds across the Family Services Department. Review and present a status update the Director of Family Services on a monthly basis. Maintain collaborative relationships with Family Access Points, service providers, and other partners. Participate in public speaking and agency events representing Raphael House. Attend meetings in the absence of the Director of Family Services, as needed.

Client Case Management Services

Ensure each Residential Case Manager maintains a full caseload. During times of staff transition or agency need, temporarily carry a caseload of residential families. Ensure all case management files are accurate in Apricot, paper files are maintained, and data is entered in a timely manner. Meet all data entry deadlines. If assigned a caseload, work with each family to implement techniques to address challenges that may impede family stability. Maintain consistent weekly appointments to provide support and guidance with identifying needs, maintaining goal-oriented objectives, and establishing reasonable expectations toward the goal of departure from the Residential Program and entrance into affordable housing. Assist each family in becoming self-sufficient. Assist with removing barriers to stability by addressing mental health, childcare, maintaining sobriety, monthly budgeting and saving, etc. Respect that each family functions uniquely and independently, and always work with families utilizing a strengths-based perspective. Acknowledge that challenges will exist and see those challenges as potential learning opportunities. Commit to establishing a strong partnership with the family to help them overcome said challenges.

Qualifications and Skills

Bachelor’s Degree in social services, social work, psychology, or related field preferred. In lieu of a Bachelor’s Degree, relevant work experience will be considered. Ability to work a flexible schedule. This position is M-F, with some evenings required for client meetings, onsite activities, and stakeholder events. Experience leading, mentoring, or coaching team members to achieve program goals preferred. Experience working with individuals and families experiencing homelessness preferred. One year of well-documented program coordination, reporting, or case management experience is preferred. Open to working in a shared office space. Able to work independently and seek supervision when appropriate. Able to prioritize and manage multiple tasks and deadlines. Strong time-management skills are essential. Able to remain calm under pressure and utilize conflict management and crisis intervention skills. Must possess excellent verbal and written communication skills. A writing sample may be requested. This position is required to work on the computer for several hours per day. Able to navigate the Windows operating system and use Word, Excel, Google Suite Applications (Gmail, Calendar, Meet, Drive, Docs, Sheets, etc.), Adobe Acrobat, etc. Prior experience with Apricot, Clarity, or other client management software is a plus. Salary

:

$80,000-$90,000

commensurate with experience. Full-Time Hybrid Arrangement

This position has the option of a hybrid work arrangement requiring a minimum of two days onsite per week and at least one Wednesday per month. Additional onsite presence may be required. Technical equipment is not currently provided; employees are expected to maintain an appropriate remote work environment and provide their own computer, phone, internet connection, and related equipment needed to perform their job duties effectively.
