Regional Director of Project Controls - West
Position overview: Responsible for establishing, implementing, training, and auditing all project controls items across the Industrial Services platform. The project controls items include all components of the project lifecycle, such as interfaces with Preconstruction (opportunity tracking, estimating and proposal development), contract management, budgeting, project planning, costing, production tracking, scheduling, document control, subcontractor management, and forecasting. Project Control Managers are subject matter experts (SMEs) in their field and service line and will support resource management (labor and equipment) and provide direct support to projects as needed.
Responsibilities
Project Controls
Opportunity Tracking: Work with Sales and Regional Management to implement and enforce opportunity tracking SOP within a CRM from RFP to Award
Partner with Sales to manage project handoff to Estimating for all qualified leads
Ensure bid log data is accurate to track win rate and other pertinent sales data
Estimating Support:
Review and provide feedback on the SOP for estimating process, including RFP receipt, document repository, estimate and proposal development, risk analysis tools, IFB/IFC true ups, and cost and productivity feedback loop from operations to ensure direct link to Project Execution needs.
Support estimating effort as needed and participate in bid reviews to ensure estimates fall in line with historical production, costing, and margins.
Create feedback loop to pre-construction of production and cost history as well as project execution best practices to incorporate at the time of bid.
Support the development of new T&M rate sheets for each region.
Project Lifecycle: develop, train, and audit the following:
Project Setup SOP: Budget, Accounting Interface, Work Plans, POs and Accrual Setup
Develop Execution Plans and Site-Specific Safety Plans as needed
Initial Procurement of long-lead items and bulk materials for projects and inventory
Competent person training as required
Project Execution SOP: Work Plan, Daily and Weekly Costing/Reporting, Production Tracking, Project Scheduling, Document Control, Contract and Subcontract Management (including Change Order Management), Customer Invoicing, Forecasting, Month End, etc.
Project Closeout SOP: Punchlist, Postmortem, Final Billings, Warranty, Lease Closeouts, Demobilization, Notices, etc.
Create and/or direct the creation of job cards and postmortem documents for reference
Work with Regional Operations Management to ensure compliance with SOPs and reporting requirements
Key Performance Indicators:
Manage the project controls team and oversee Loenbro’s project managers to meet existing KPIs:
24% blended gross margin for fabrication, civil, structural, and mechanical projects
25% blended gross margin for electrical, instrumentation, and automation projects
30% blended gross margin for insulation, scaffold, abatement, and coatings projects
Develop processes to measure newly developed KPIs:
% of Loenbro supervisors trained to certain levels (e.g., Heavyjob 1, Heavyjob 2, Heavyjob 3)
Pass rate % of project audits
Other responsibilities:
Support resource management across divisions: labor and equipment leveling, including year-end capex requirements, as needed across regions
Support current projects as needed and, if necessary, address margin erosion or customer relationship issues
Assist with upfront customer interactions to help drive sales
Assigned resources to the Project Controls Management Group: Centralized Scheduling resources
Month end consolidation of project financials
Perform all other duties as assigned
Skills/Qualifications
Minimum of 15 years of experience in the construction of industrial projects
Completion of OSHA 30 or equivalent safety training
Experience with HCSS Heavy Job or similar job costing program
Experience with P6 or similar scheduling software
Experience with Viewpoint or similar accounting software
Experience with Heavy Bid or similar estimating software
Proficient with all Microsoft Office products
Proficiency with technical writing
Driver’s license with a clean driving record
Pass Loenbro background check
Humble, Hungry and Smart
Physical and mental ability to address potential hazards listed below
Minimum of 4 years of experience as a Project Manager in any field
Potential Hazards
External work environment with exposure to elements: uneven surfaces, extreme temperatures, active construction equipment, animal interactions
Manufacturing, refining and other industrial environments
Exposure to noise above 85 decibels and strong odors
Exposure to areas with limited visibility
Areas requiring supplemental breathing apparatus
Adverse weather conditions for travel
Air travel
Access to scopes of work at extreme heights and in trenches or confined spaces
