Overview

The City of Stockton is seeking to fill one Budget Analyst II or Senior Budget Analyst position in its central budget office. The incumbent will work a City of Stockton 9/80 schedule and may be filled at the appropriate level depending upon experience. This is a confidential at-will (unclassified/unrepresented) position. Applicants will be referred to the hiring department after screening. A background investigation, including fingerprinting, is required prior to appointment. Position and Schedule

Department: Central Budget Office Schedule: 8:00am – 6:00pm Mondays through Thursdays; 8:00am – 5:00pm on Fridays with alternating Fridays off. Classification: Budget Analyst II or Senior Budget Analyst (Confidential). This is an at-will, exempt position. Responsibilities

Plan, organize, and administer specialized City programs and projects; direct and coordinate the work of assigned professional and support staff. Perform analytical analyses, prepare long-term financial forecasts, and develop, monitor, and report Citywide operating and capital improvement budgets. Contribute to policy development and program planning with Citywide implications; execute related work as assigned. Coordinate the preparation, implementation, and monitoring of Citywide budgets, including forecasting and financial projections for positions and labor-related work. Provide technical assistance to department staff on budgetary or analytical matters; assist in the development of departmental goals and objectives. Prepare narrative, analytical, statistical reports, and other written materials; prepare or direct the preparation of graphics for City Council budget presentations. Investigate funding methods for capital improvements and coordinate the annual capital improvement program. Supervise and review the work of professionals, technical staff, and office support staff; ensure accurate records and files; may develop or use applications to assist with budgetary analyses. Other duties as assigned related to citywide budgets and financial reporting, including bargaining unit financial issues. Education and Experience

Senior Budget Analyst : Education: Possession of a Bachelor’s degree from an accredited four-year college or university with major course work in accounting, economics, business or public administration, or a closely related field. Experience: A minimum of five (5) years of professional level experience in budget development and administration. Lead or supervisory experience and demonstrated major project administrative experience are desirable. Substitution: Extensive budget development and administration experience may be substituted for education on a year-for-year basis to a maximum of two years. A Master’s Degree in public or business administration, economics, or a related field may substitute for one year of experience. Other Requirements
