This position is responsible for planning, organizing, directing, managing staff, and delivering quality product and services to jurisdictional and private sector clients. City: Irvine, San Diego, OR Sacramento; State: CA.

Under the administrative direction of the Regional Vice President, the Civil / Jurisdictional Engineering Manager oversees a team that supports planning, design review, construction, inspections and client consulting related to grading, stormwater, roadways, and jurisdictional public‑work projects such as landfills, water, wastewater, and transportation facilities.

Responsibilities

Plan, organize, direct and manage the Civil team’s functions and activities.

Develop and implement goals, objectives, and priorities.

Provide administrative direction and oversight for Civil/Municipal staff.

Develop and administer project budgets; formulate project development and review hours.

Oversee planning, design, plan reviews and inspections related to Civil projects.

Direct and coordinate the work of engineering consultants.

Oversee the project management of projects including inspection, specifications, cost control, and time requirements.

Check survey, parcel, and final maps for compliance with applicable laws, ordinances, and established survey practices.

Support the review of land development and grading permits.

Prepare technical reports and documentation of policies and procedures.

Establish appropriate engineering standards for jurisdiction infrastructure.

Attend, make presentations, and facilitate internal and external meetings as needed.

Represent the jurisdiction or clients at engineering meetings.

Physical Requirements Sitting for extended periods; frequently standing, walking on uneven terrain; sufficient manual dexterity and eye‑hand coordination to operate office and field engineering equipment.

Working Conditions Work performed in both office and outdoor environments, with exposure to variable temperatures and weather conditions and continuous contact with staff and the public.

Desirable Qualifications

Knowledge of civil engineering and land surveying principles applied to roadway and bridge design.

Experience with construction methods, materials, and equipment.

Familiarity with AutoCAD, ArcMap GIS, floodplain management, and stormwater quality systems.

Willingness to supervise, train, and evaluate staff.

Strong report and presentation preparation skills.

Required Qualifications

Registered Civil Engineer (PE) or Registered Land Surveyor in the state of California.

5+ years of progressively responsible experience in public works management and program and budget planning.

Valid driver’s license.

Bachelor’s or master’s degree in planning, engineering, public or business administration, or related field.
