Position Duties

The City of San José is recruiting for an Enterprise Public Cloud Computing and Storage Manager (Enterprise Supervising Technology Analyst) in the Information Technology Department. As a technical manager, this position will be responsible for overseeing infrastructure services and day-to-day operations. The role requires strong hands-on technical leadership, infrastructure service oversight, strategic thinking, and effective project management. The ideal candidate must own the design, implementation, and management of cloud infrastructure operations and lead projects to completion. Infrastructure operations include cloud infrastructure (Azure / AWS / GCP), server virtualization, cloud storage architectures, FileShare service, backup service, system management, automation, and monitoring. Duties may include but are not limited to: Provide technical leadership for the City’s enterprise infrastructure, including Public Cloud (Azure) governance and operations, distributed file systems and/or FileShare, enterprise cloud storage, system management and monitoring, cloud administration, enterprise backups and restore, automation, and Disaster Recovery of infrastructure services. Design and implement Azure cloud backup and disaster recovery. Monitor and optimize cloud infrastructure for cost, performance, and reliability. Perform hands-on system configuration and advanced troubleshooting of infrastructure issues to ensure service availability and meet service level expectations. Improve service levels, availability, and cost efficiency through automation and proactive service management. Develop technical guidelines and governance frameworks to ensure best practices and security. Lead project implementation to completion. Enforce data integrity and availability across cloud platforms. Coordinate communication and IT service needs with departments. Maintain a 5-year portfolio strategy for the service area. Manage enterprise asset life cycle, including tracking, replacement, and surplus of equipment. Manage enterprise infrastructure maintenance and support contracts. Provide technical leadership and mentoring to subordinates. Ensure the team meets and exceeds performance expectations defined through metrics and benchmarks. Manage team resources, employee work plans, and performance appraisals. Salary Information

The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the ESTA classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. Salary Range (including the 5% NPWI): $148,118.88 – $180,463.92 The ESTA classification is represented by the City Association of Management Personnel, IFPTE, Local 21 (CAMP) bargaining unit. Please note that the Enterprise Public Cloud Computing and Storage Manager (ESTA) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change. Minimum Qualifications

Education and Experience:

A Bachelor’s Degree from an accredited college or university in a relevant field, AND four (4) years of progressively responsible professional/journey level experience, of which at least two (2) years of experience include lead technical work in development, implementation and maintenance of electronic business systems/solutions, or application development and/or support. Acceptable Substitution: Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis up to two (2) years. Completion of a Master’s Degree in a relevant field from an accredited college or university may be substituted for one (1) year of the required two (2) years of experience which include lead technical work in development, implementation and maintenance of electronic business systems/solutions or application development and/or support. Required Licensing (such as driver’s license, certifications, etc.): Possession of a valid State of California driver’s license may be required. Certification as a Microsoft Certified Systems Engineer (MCSE) or equivalent certification from a professional organization acceptable to the City of San Jose may be required. Passing a San Jose Police Department background check is a condition of employment. Other Qualifications

– Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies, and federal and state rules and regulations. The ideal candidate will also possess a combination of the following knowledge and experience: Strong technical hands-on experience in designing, configuring, implementing, managing, and troubleshooting current technologies such as: Private Virtual Infrastructure (e.g., VMWare); Public Cloud Infrastructure (e.g., Azure, AWS); FileShare Services; External SSL certification and Domain Registration; Enterprise Backup and Restore; Disaster Recovery; and/or Python and/or PowerShell scripting. Proven ability to improve cost efficiency through automation, scripting, vendor negotiation, and creative solutioning. Ability to understand the complexities of enterprise infrastructure, including hyperconverged platforms, networking, clustering, and load balancing. Experience designing, deploying, and managing hybrid environments across multiple server OS versions (e.g., Windows Server 2008, 2012). Hands-on experience managing infrastructure tools and services (e.g., Azure, vCenter, vMotion, GPO, PowerShell, SCCM). Experience working with SDN-enabled converged/hyperconverged environments. Experience managing Windows security monthly patches in Azure cloud. Experience in designing a solution in public cloud (Azure and/or AWS). Experience in creating and applying Microsoft Windows Active Directory GPOs. Ability to review and analyze system logs, perform remediation, and conduct preventative maintenance. Experience with infrastructure monitoring and performance tools (e.g., SolarWinds, Sumo Logic, Splunk). Experience in leading Incident Response and Change Management. Strong documentation skills for technical procedures and infrastructure configurations. Solid grasp of infrastructure operations and security best practices. Problem Solving
