Senior Technical Business Analyst Intellibee Inc – Atlanta, GA, US

Join to apply for the Senior Technical Business Analyst role at Intellibee Inc. The role acts as a liaison between the IT organization and the business partner. It involves analyzing business issues, defining requirements, and explaining complex data flows to a wide range of audiences.

The state of Georgia is dedicated to modernizing court operations by building a Case Management System that will increase consistency and efficiency and streamline the administration of justice. This system will be modern, secure, digital, cloud based, and will interface across multiple courts, various existing databases, and reporting systems. The Judicial Council of Georgia / Administrative Office of the Courts will partner with suppliers to implement this system.

Responsibilities

Works on multiple projects/applications as a project team member and considered subject matter expert for several projects.

Responsible for identifying and communicating business needs for multiple/complex software solutions by translating these needs into functional and non‑functional requirements used by software developers.

Responsible for the elicitation, analysis, and documentation of multiple customers’ business requirements for assigned projects/applications.

Participates in and facilitates customer meetings as well as project team meetings.

Serves as a liaison between business partners and development team to provide technical solutions to meet user needs.

Utilizes requirements elicitation techniques such as facilitated sessions, workshops, interviews, and shadowing.

Develops, writes, and communicates business and functional requirements and produces documentation including use‑case narratives, diagrams, and requirements.

Creates and maintains screen designs, user story maps, and process flow diagrams in Lucidchart.

Creates and maintains user stories in JIRA.

Able to work in the office five days each week (this is not a telework position).

Performs all other duties as assigned.

Agency Specific Qualifications Minimum Education/Experience:

Bachelor’s degree in computer science or information systems or proven equivalent work experience, AND a minimum of three (3) years of demonstrated hands‑on experience working on diverse data integration projects, AND two (2) or more years’ experience in advanced level use, evaluation and implementation of appropriate tools for requirements elicitation, documentation, integration, and user acceptance testing.

Advanced knowledge of requirements elicitation techniques, business modeling and use case design concepts, information systems, and software development life cycles.

And:

Experience defining API service calls, including ability to define request and response formats for API endpoints.

Experience collaborating closely with API developers to ensure defined APIs meet functional and non‑functional requirements.

Experience creating clear, concise, and comprehensive data flow diagrams.

Ability to explain complex data flows to a wide range of audiences using diagramming tools to visually represent data movement, transformations, and storage across systems.

Preferred Qualifications

Experience working in state or local government, specifically roles dealing with the Georgia Criminal Justice System.

Advanced level experience in software development methodologies, like Agile, Scrum and Waterfall.

Project management certification (PMP) through the Project Management Institute/ITIL foundational certification.

Experience with Lucidchart.

Experience with JIRA.
