The City of Long Beach, CA (City) seeks an experienced and forward-thinking leader to serve as its next Chief Building Official (Bureau Manager), overseeing the Building & Safety Bureau within the Community Development Department. The Bureau Manager reports to the Director of Community Development and guides a team of approximately 100 staff responsible for permitting, inspections, and plan check services. Provide vision, leadership, and daily oversight of Bureau operations, including budget management and supervision of four direct reports. Lead a team of approximately 100 staff in a fast-paced environment; promote consistent quality in plan check and inspection services and deliver excellent customer service at the Permit Center. Act as a key liaison to the Department’s Director and Deputy Director, elected officials, developers, residents, and partner agencies; communicate inquiries in a timely and professional manner. Implement new technologies, guide code updates, and collaborate with Code Enforcement, Planning, and Fire Prevention Bureaus to support safe, sustainable, and resilient development. Drive innovation, long-term planning, and continuous improvement in customer service; lead the adoption of new systems and processes such as ELMS and related initiatives. Ideal candidate

Collaborative and forward-thinking leader who thrives in a dynamic urban environment with strong technical knowledge of building codes, permitting processes, and inspections. Ability to explain complex codes and regulations in practical terms to staff, elected officials, and the community; comfortable with public-facing responsibilities. Strategic thinker with a global view of the Bureau’s impact across departments and bureaus; highly visible while maintaining focus on long-term outcomes. Qualifications

Minimum qualifications

Education: A bachelor’s degree from an accredited college or university in civil or structural engineering, construction management, architecture or a related field. Experience: Five (5) years of progressively responsible full-time experience in plan review, permit issuance, inspection services, and enforcement of construction codes; at least three (3) years in a supervisory capacity. Desired but not required

California licensed professional engineer or architect; ICC Building Official certification. Experience in public administration or government. Substitutions

Professional experience beyond the minimum qualifications may be substituted for education on a year-for-year basis. Salary and benefits

An annual salary of

$171,702.98 - $207,050.84

DOE/DOQ, plus a generous benefits package that includes: Appointment to this position is expected to be at or below the midpoint of the salary range; final amount determined based on knowledge, skills, qualifications, and internal equity.
