Emergency Management Specialist 2 (090112) — Department of Military and Veterans Affairs (DMVA), Division of Homeland Security and Emergency Management, Branch of State Emergency Operations Center (SEOC). What You Will Be Doing
The DHS&EM team member will play a vital role in the State Emergency Operations Center (SEOC), assisting with emergency warning, disaster response, incident management, and community outreach to enhance state preparedness and resilience during natural and man-made disasters. Responsibilities include conducting pre-emergency planning, supporting community engagement initiatives, and participating in programs focused on disaster preparedness, recovery, and mitigation to ensure a coordinated and effective response to emergencies. Note: Special access to Joint Base Elmendorf-Richardson (JBER) requires a federal background check for base access (may include fingerprinting). Some roles require a CAC or other clearances. A valid Alaska driver license, proof of insurance, and Alaska vehicle registration may be required for those using private vehicles. Clearance must be maintained during employment. Work may involve travel within the state, including remote locations, and potentially long shifts and on-call duty. Catastrophic disaster response may require rapid deployment and austere living conditions. Special Note: A valid Alaska driver’s license is required. Some positions require federal security clearance. Work may include travel and on-call duty; physical and mental demands may be high during emergencies. Minimum Qualifications
One of the following is required: One year of entry professional level experience mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. This experience may be met by service as an Emergency Management Specialist 1 with the State of Alaska or the equivalent elsewhere. Two years of entry professional level experience creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating recovery from such events. A bachelor’s degree in any field from an accredited college and one year of entry professional level experience as described above. Special Note:
A valid Alaska driver’s license is required. Some positions may require a federal security clearance. Work may require periodic on-call duty and travel to remote locations by various transportation modes. If applying from outside Alaska, ensure you meet residency requirements and documentation needs.
