Utilities Director (Director, Utilities Department) – Full-time

Overview Under limited direction, assist the Senior Director of Utilities to plan, direct, manage, and oversee the activities and operations of the Utilities department. This includes administration, the capital improvement program, operations and maintenance of water distribution and sewer collection systems, and utility treatment plants. Coordinate activities with other city departments and outside agencies; provide highly responsible and complex administrative support to the Senior Director; and perform other duties as assigned.
Distinguishing Characteristics This is a single-incumbent, senior-management support role to the Department Director with duties performed under minimal supervision.
Responsibilities
Assist in the management of all department services and activities, including administration services, capital improvement program, field operations, maintenance of water distribution and sewer collection systems, and plant operations and maintenance of water and wastewater treatment plants; recommend and administer policies and procedures.
Manage and evaluate subordinate managers to improve department effectiveness, maintain employee morale, promote safety and teamwork, and ensure 24/7 customer service to the community.
Assist in the implementation and management of the department’s capital improvement program.
Review project design plans, specifications, and verify construction estimates for work by contractors; coordinate engineering consultants and contractors; ensure projects progress to meet deadlines.
Assist in developing and implementing departmental goals, objectives, policies, and priorities for each service area.
Recommend appropriate service and staffing levels; monitor and evaluate service delivery efficiency; allocate resources accordingly.
Plan, direct, and coordinate the Utilities department's work plan; assign projects and responsibilities; review and evaluate work methods; meet with staff to resolve problems.
Assess workload, administrative and support systems, and internal reporting; identify opportunities for improvement and implement changes.
Manage permits, activities, and reporting requirements to ensure regulatory compliance with agencies such as TCEQ, TWDB, USEPA, USACE, FEMA, and other agencies to safeguard public health and safety.
Select, train, motivate, and evaluate personnel; provide or coordinate training; address deficiencies; implement discipline as needed.
Manage water rights and contracts with TRWD, TCEQ, and wholesale water purchasers.
Develop and administer the department budget; forecast funding for staffing, equipment, materials, and supplies; adjust as needed.
Explain and defend department programs and activities; negotiate and resolve sensitive issues.
Represent the Utilities department to other departments, elected officials, and outside agencies; coordinate activities with others.
Provide staff assistance to the Senior Director of Utilities; participate on boards, commissions, and committees; prepare and present staff reports and correspondence; present at City Council meetings.
Stay informed of current state and federal laws, rules, and regulations pertaining to water and wastewater fields.
Attend and participate in professional meetings; stay current on trends and innovations in water and wastewater engineering, operations, and maintenance.
Respond to difficult citizen inquiries and complaints.
Perform other duties as assigned.
Qualifications and Requirements Employment Standards
Knowledge of: operations, services, and activities of a comprehensive utilities program; principles of program development and administration; water and sewer line maintenance and utility treatment plant operations; municipal budgeting; general engineering principles; regulatory changes and information sources related to utility operations; supervision and performance evaluation; modern office procedures and report preparation; applicable laws and regulations; contract and construction administration.

Education, Training and Experience
Bachelor’s degree from an accredited college or university with major coursework in environmental science, biology, engineering, public/business administration, or a related field.
Five (5) years of increasingly responsible utilities management experience with administrative responsibility comparable to the duties listed above.
Licenses and Certifications
A valid state driver’s license is required at the time of appointment and must be maintained throughout employment.
One of the following: valid "B" surface water and wastewater license (or higher) issued by TCEQ; or Professional Engineer (PE) license; or Master of Public Administration (MPA); or Master of Business Administration (MBA); or Project Management Professional (PMP) certification.
Special Requirements Utilities Department team members are essential employees and must be reachable and ready to report to work during emergencies (e.g., severe weather, power outages, significant equipment malfunctions) to help manage response and minimize disruption to operations.
Physical and Mental Demands Physical Demands: Regularly sit, walk, and stand; talk and hear; use hands; reach; perform repetitive motions; close vision and ability to adjust focus.
Mental Demands: Read, interpret data, analyze problems, perform detailed work, manage multiple tasks, and interact with the public, including difficult individuals.
