Overview The Building Inspector I performs technical work inspecting building construction on-site for compliance with approved plans and applicable city and state codes. Under supervision of the Chief Inspector, this position demonstrates strong time management and self-direction as they perform field inspections of work in progress or completed work, issue notices of violations for non-conformance, and re-inspect when deficiencies are corrected. A Building Inspector I is sub-classified per trade qualifications as either Structural, Electrical, Plumbing or Mechanical. Uncertified Inspectors are required to obtain a minimum of one valid Standard Inspector Certification within their probationary period in an appropriate sub-category from the State of Florida. As an essential employee, a Building Inspector I will be required to perform post-tropical cyclone damage assessment or other special work detail.
Responsibilities
Inspects buildings under construction, alteration, or repair for compliance with applicable city, county, and state code requirements.
Ensures that materials are installed, and buildings are constructed in substantial compliance with approved plans and specifications.
Performs inspections on existing buildings for hazardous conditions; issues notices and follows up to ensure conditions are addressed in accordance with applicable codes and regulations.
Conducts final inspections and issues warnings or stop-work orders when construction does not comply with regulations regarding methods or materials.
Communicates with and responds to inquiries from the public and staff regarding code requirements, review and inspection processes, and application comments in a timely and professional manner.
Prepares accurate and detailed reports and maintains records of work performed.
Applies appropriate regulations and codes with guidance from the Chief Inspector or Building Official.
Testifies in court on code violation cases as necessary.
Investigates complaints and responds to inquiries by taking appropriate action and following up.
Utilizes related business systems, including software related to inspections, plan review, and communication; demonstrates ability to learn evolving technologies.
Participates in division rotation of on-call response for fire-incident inspections as needed.
Performs related tasks as required.
If assigned to the Building Recertification Program , essential functions include:
Monitors deadlines for submittal of recertification reports.
Ensures notices of submittal deadlines are prepared and timely issued.
Responds to technical questions regarding the program and its requirements.
Respond to complaints regarding building safety.
Observe building inspections performed by engineers.
Assist with the enforcement of code compliance.
Compile data and prepare reports related to Building Recertification Program.
Coordinate work with code compliance personnel, building inspectors, planning and zoning personnel, and other City staff.
Attend Permitting and Construction Review Boards and Special Magistrate hearings regarding building inspection and code compliance cases.
Knowledge Of, Skills and Abilities
Knowledge Of:
Building construction, materials, and methods in at least one technical area (structural, electrical, mechanical, or plumbing); city and state building codes and related laws; standard office practices, procedures, software, and equipment; business English and arithmetic.
Skilled In:
Technical reading comprehension; active listening; service orientation; time management; clear communication to non-technical audiences; active learning to stay up-to-date with codes and evolving technologies.
Ability To:
Detect poor workmanship and hazards; read and interpret plans and codes; communicate effectively with owners, contractors, staff, and the public; build professional relationships; enforce codes with firmness and tact; organize and write detailed reports; use computer and mobile devices to complete tasks; respond to inspections outside normal hours; maintain certifications.
Minimum and Preferred Qualifications Building Inspector I Minimum Requirements
High School diploma or equivalent.
Five (5) years of experience in one or more building construction trades.
Valid Standard Inspector Certification in an appropriate sub-category from the State of Florida, DBPR, Building Code Administrator's and Inspector's Board, per Florida Statute Chapter 468.
Preferred Qualifications
State of Florida certification or registration as a contractor qualified to supervise and perform construction work in one or more technical sub-classifications, or current licensure as an Architect or Professional Engineer in Florida.
Special Requirements
Possession of valid State of Florida Class “E” driver’s license.
Uncertified candidates may be considered but must obtain certification prior to end of probationary period; provisional inspectors remain in probationary status until certification is obtained or one year, whichever is longer.
Building Inspector II Minimum Requirements
High School degree or equivalent.
Five (5) years of experience in one or more building construction trades AND one (1) year of professional employment as an inspector with building code regulatory authority.
Two (2) Standard Inspector Certifications in an appropriate sub-category from Florida OR one (1) Standard Inspector Certification and one (1) Plan Examiner certification from Florida.
Preferred Qualifications
Florida certification or registration as a contractor in technical sub-classifications.
Current licensure as an Architect or Professional Engineer in Florida.
Certification as a Building Code Administrator (BCAIB) in Florida.
