Salary Range: $70,338.00 - $112,807.00 Annually
Starting Pay: $70,338.00 - $85,000.00 Annually
The Baltimore City Office of Emergency Management is seeking a Senior Planner to lead and coordinate the City’s emergency planning initiatives. The position requires extensive knowledge of emergency management concepts, principles, and operations. The Senior Planner will play a key role in enhancing the City’s preparedness, response, and recovery capabilities. This position reports to the Deputy Director of Planning and Administration.
Qualified candidates will have a bachelor’s degree in emergency management or a related field; at least two years of experience in public policy and administration, public safety, emergency management, or related experience; and possess excellent analytical, communication, organizational, project management, and problem‑solving skills. Experience with Continuity of Operations Planning (COOP), Emergency Operations Planning (EOP), and mitigation planning is preferred.
Essential Functions
Lead and manage the development, review, revision, and publication of all emergency management plans, policies and procedures, including the City’s Emergency Operations Plan (EOP), continuity of operations (COOP), continuity of government (COG) and OEM standard operating procedures (SOPs).
Oversee planning teams, working groups and the OEM internship program, assigning work, monitoring progress, ensuring quality and establishing performance standards.
Coordinate applications for FEMA Public Assistance and Individual Assistance programmes in collaboration with City agencies and partners.
Lead the After‑Action Report (AAR) and Improvement Plan (IP) processes for major events and emergencies.
Provide technical assistance and support to external partners, including assisted living facilities, Baltimore City Public Schools and local universities.
Manage the City’s THIRA and SPR processes.
Collaborate with the Training and Exercise Section Chief on developing and maintaining the City’s multi‑year training and exercise plan.
Represent Baltimore City in regional and state‑level planning efforts, including the Baltimore Urban Area Security Initiative (UASI) and Region III Health and Medical Coalition.
Support the City’s Emergency Operations Center (EOC) by managing or staffing the Planning Section during activations and assisting with situation reports, incident action plans and WebEOC operations.
Coordinate the financial recovery process and assist in developing disaster declarations for the Mayor.
Draft MOUs, MOAs and other official planning documents for review and approval.
Research and maintain awareness of EMAP requirements to ensure compliance.
Build consensus among stakeholders through collaboration, facilitation and problem‑solving to advance planning initiatives.
Collect and analyse data to evaluate effectiveness of plans and integrate lessons learned into future planning.
Provide subject‑matter expertise and policy advice to OEM leadership and City officials.
Participate in grant management, budget planning and the development of strategic goals and objectives for the agency.
Perform staff on‑call duties and other related tasks as assigned.
Minimum Qualifications Education:
Bachelor’s degree in public administration, public policy, political science, public health, emergency management, planning or a related field from an accredited college or university.
Experience:
At least two years of professional‑level administrative, operations or technical work in public policy and administration, public safety, emergency management or related experience. Excellent analytical, communication (written and oral), organisational and problem‑solving skills. An equivalent combination of education and experience is acceptable.
Completed or ability to complete required training within one year of hire: IC 100, 200, 300, 400, 700, 800 and HSEEP.
Desired Qualifications Advanced degree or certification in public administration, political science, emergency management, public health preparedness or a related field.
2+ years of professional experience, including direct experience with federal grant programmes, catastrophic planning initiatives and large emergency management planning projects.
Experience operating in an Emergency Operations Center.
Licences, Registrations and Certificates Valid Maryland Class C non‑commercial driver’s licence or equivalent; eligible to obtain a Baltimore City driver’s permit. Provisional driver’s licences or learner permits are not acceptable.
