Overview
This employee provides the oversight, planning, and management of all financial matters of the Park Recreation Department. Assists the Director of Recreation in the administration of the Budgeting, Accounting, Investments, IT, and Financial units; shares responsibility for financial planning, Capital, Operating, and CDBG budgeting, and reporting on all fund balances, revenues generated, receipts, disbursements, monthly financial reports, debt management, and other financial reporting as required by the Director and City Administration. Performs special projects and related duties as required.
Responsibilities
Assist the Director of Recreation in budgeting, accounting, investments, IT, and financial administration.
Coordinate financial planning for capital, operating, and CDBG budgets; report on fund balances, revenues, receipts, disbursements, and monthly financial statements.
Manage debt, financial reporting, and other duties as required by the Director and City Administration.
Perform special projects and related duties as assigned.
Knowledge, Skills, and Abilities Knowledge Of
Principles of financial management to direct staff and coordinate fiscal requirements.
Generally accepted accounting principles (GAAP), GASB, and FASB.
Debt management, budget preparation, monitoring, and financial forecasting.
Preparation and interpretation of financial statements, financial analysis, and applicable laws and regulations.
Directing daily operations, prioritization, standards development, and deadline setting.
Management principles, cost accounting, investment management, and reporting of accounting information.
Governmental budgeting processes, automated financial systems, and related procedures.
Policies on cost benefit analysis, strategic financial planning, fleet and utility cost management.
National Incident Management System and Incident Command structure.
Preparing Official Statement information for Finance.
Reviewing contracts, RFQ/RFPs, professional service agreements, purchase orders, and other legal documents.
Inventory management, IT application systems, performance measurement, and project management.
Skill To
Operate computer equipment and related software; operate city vehicle as needed; operate calculators and office equipment.
Ability To
Implement and maintain positive employee relations; uphold integrity in all personnel matters.
Analyze and manage EEO/AA programs.
Exercise initiative, judgment, discretion, and decision-making to achieve objectives.
Work with City government on financial matters requiring explanation and resolution of complex budget issues.
Develop accounting procedures and systems using computerized financial accounting.
Coordinate operating and capital budgets; organize and evaluate financial systems and data.
Exercise independent judgment on accounting matters; devise solutions to accounting and auditing problems.
Prepare meaningful, concise, and accurate reports; evaluate investments; interpret financial statements.
Plan, organize, and develop studies and analyses; interact with outside organizations; communicate effectively orally and in writing.
Organize and present data; supervise others; maintain effective working relationships.

Five years of experience in accounting, budget preparation, technical report writing, process improvement, research and development, computer expertise, and complex problem solving/decision making.
Proven supervisory experience, teamwork, and strong interpersonal, communication, and organizational skills.
Bachelor’s Degree in accounting, finance, or business-related discipline from an accredited university; a Master’s Degree and CPA licensure are preferred.
Other Requirements
Must have a valid Driver's License.
Must be an excellent communicator and team builder.
Must be able to work irregular hours.

Prepares departmental strategies for short- and long-term financial planning.
