DIVISION MANAGER (RECREATION/CHIEF FINANCIAL OFFICER) This employee provides the oversight, planning, and management of all financial matters of the Park Recreation Department. Assists the Director of Recreation in the administration of the Budgeting, Accounting, Investments, IT, and Financial units; shares responsibility for financial planning, Capital, Operating, and CDBG budgeting, and reporting on all fund balances, revenues generated, receipts, disbursements, monthly financial reports, debt management, and other financial reporting as required by the Director and City Administration. Performs special projects and related duties. Responsibilities

Oversee and manage all financial matters of the Park Recreation Department. Assist the Director of Recreation in budgeting, accounting, investments, IT, and financial unit administration. Share responsibility for financial planning, operating and capital budgets, and reporting on fund balances, revenues, receipts, disbursements, and debt management. Prepare and present monthly financial reports and other financial reports as required. Perform special projects and related duties as required. Qualifications

Knowledge Of

Principles of financial management and GASB/FASB; debt management principles and legal municipal accounting requirements. Budget preparation, monitoring, and financial forecasting; preparation and interpretation of financial statements and analyses. Government structure and process, operating and capital improvements budgeting, and automated financial accounting systems. Inventory management, IT applications (financial, document management, performance measurement), and project management. Skill To

Operate computer equipment and related hardware/software; operate city vehicle as needed; use calculators and office equipment. Ability To

Implement and maintain positive employee relations and promote integrity in all personnel actions. Analyze and manage effective EEO/AA programs; exercise initiative, judgment, discretion, and decision-making. Work with all levels of City government on financial matters and explain complex budget issues. Develop accounting procedures and systems using computer financial accounting systems; coordinate operating and capital budgets. Interpret financial statements, develop studies and analyses, and present data clearly. Interact with outside organizations and communicate effectively in oral and written form; supervise others and build relationships. Required Education And Experience

Five years of experience in accounting, budget preparation, technical report writing, process improvement, research and development, computer expertise, and complex problem solving/decision making. Proven supervisory experience and strong teamwork and interpersonal skills. Bachelor’s Degree in accounting, finance, or a related discipline; Master’s Degree and CPA licensure preferred. Must have a valid Driver's License. Must be an excellent communicator and team builder. Must be able to work irregular hours. Working and Physical Conditions / Examples of Work Performed

Review and monitor the financial and IT affairs of the department; interpret complex financial data within a legal/strategic framework. Ensure internal controls and GAAP compliance; develop financial policies and prepare statements, budgets, and reports for approval. Prepare financial analyses, budget forecasts, and reports on revenues, expenses, fund balances, capital cost tracking, and budget monitoring. Identify financial position, liquidity, and growth; research and file capital/operational grants; coordinate with city lobbyists for funding. Prepare ordinance requests and oversee the development and implementation of new IT applications and changes to existing systems. Oversee budgetary matters in collaboration with the City Budget Director and participate in short- and long-term financial planning. Manage the department's financial position and provide periodic updates. Supervision Exercised
