Real Property Analyst - Albany, NY DASNY (Dormitory Authority - State of New York) – Real Property Analyst assists clients in the purchase, lease, or sale of property and/or facilities, primarily serving individuals with disabilities and other special populations identified by the Office of the Professions of the Welfare and Disability Department (OPWDD) and Office of Mental Health (OMH).

Pay Range Base pay: $72,710 – $92,708 per year.

Duties Essential Functions :

Work independently with various clients to identify, evaluate, and secure real estate that meets their unique needs.

Evaluate sites based on the client population’s requirements.

Track the status of ongoing projects to ensure timely completion.

Negotiate lease terms, including landlord services and client agency responsibilities; incorporate construction terms when necessary.

Draft and review lease agreements and support their legal validity and approval.

Coordinate tasks of all parties involved in the purchase or lease, including architects, engineers, appraisers, title abstract companies, landlords, attorneys, state agencies, and client staff.

Assist agencies in assessment and sale of surplus property.

Perform in‑house real estate appraisals, rent studies, or market research.

Conduct formal appraisal reviews ensuring compliance with Uniform Standards of Appraisal Practice.

Request real estate appraisals from Consultant Appraisers and guide methodology selection.

Resolve property management issues between landlords and clients.

Other Duties and Responsibilities :

May train and evaluate employees.

Assist in developing, documenting, and implementing procedures.

Participate in internal controls assessment and testing.

Undertake special assignments as directed.

Maintain regular attendance and punctuality per DASNY policy.

Adhere to NYS Information Security Policy Standards.

May supervise one or more employees.

Travel weekly for property visits, possibly including overnight stays; overtime or extended hours may be required.

Work in a standard office environment with necessary technology.

Minimum Qualifications

Bachelor’s degree and 3 years of relevant commercial real estate transaction experience.

Associate’s degree and 5 years of relevant experience.

High school diploma or equivalent and 8 years of relevant experience.

Preferred Qualifications

Bachelor’s or Master’s degree in Real Estate, Business Administration, Construction Technology, or related field.

5+ years focused on commercial valuation and leasing.

Valid real estate appraiser license or NYS real estate broker/salesperson license with experience in appraisal, sales, construction, leasing, management, or inspection.

Understanding of NYS contract approval process and state and NYC real estate markets.

Essential Skills

Knowledge of market value and appraisals.

Independent work and sound judgment.

Comprehensive understanding of real estate contracts and related legal principles.

Knowledge of real property legal principles, zoning, and land‑use regulations.

Knowledge of space planning, architectural principles, building systems, construction types, scheduling, and cost estimating.
