Source and procure specialized goods and services. Own contractual management for the supplier. Responsible for source selection. Coordinate and collaborate with stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end‑users. Develop bid packages including PO specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Analyze and evaluate proposals, negotiate terms and conditions, select or recommend vendors, write awards, and administer resulting POs. Identify strategies and opportunities to reduce cost, improve efficiency, and manage risk through strategic and targeted negotiations. Evaluate and monitor supplier quality and reliability, and assess supplier ability to support required delivery schedules in conjunction with the quality organization. Basic Qualifications For a Band 5

Bachelor’s degree and a minimum of 12 years of supply chain, procurement, business management, and/or related experience with a minimum of 8 years in supply chain; or alternatively a minimum of 16 years of experience in lieu of a bachelor’s degree with a minimum of 10 years of supply chain experience. Experience with the government acquisition process and strong knowledge of Federal Acquisition Regulation (FAR) and agency supplements such as Defense Federal Acquisition Regulations (DFARS). US Citizenship. Ability to obtain and maintain TS/SCI clearance. Preferred Qualifications

SAP experience. Experience with Mission Systems Supply Chain policies and procedures. Experience in supply chain management on a major defense program or in managing development or production projects. Experience interfacing with executive leadership. Experience in Earned Value Management. Experience with multiple contractual types (e.g., FFP, CPFF, CPIF, etc.). Active Top Secret/SCI clearance. Primary Level Salary Range: $134,900.00 – $212,000.00. Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills, and current market conditions. Employees may be eligible for overtime, shift differential, discretionary bonus, and, for VP or Director positions, long‑term incentives. Benefits include health insurance coverage, life and disability insurance, savings plan, paid holidays, and paid time off (PTO) for vacation and personal business.
