DEFINITION Participates in planning, implementing, administering, and evaluating mental health and public health programs; develops, implements, monitors, and evaluates program policies, goals, and objectives; prepares grants and ensures grant compliance; coordinates budgeting activities; evaluates contract activities; gathers and analyzes program data; prepares reports and correspondence; formulates recommendations to management; facilitates focus groups with clients; assists in community action plans; represents client rights at hearings; and participates in policy passage.

RESPONSIBILITIES

Plan, implement, and evaluate mental health and public health programs.

Assist in developing and monitoring program policies, goals, and objectives.

Prepare and manage grants, ensuring compliance with requirements.

Coordinate planning and development of program budgets and monitor expenditures.

Evaluate contract activities related to compliance, service delivery, operations, and quality assurance.

Collect and analyze program data, prepare reports, and manage program correspondence.

Recommend program modifications or corrective action based on evaluations.

Facilitate focus groups with clients on quality‑of‑care issues.

Support community action plans and assist in policy development.

Advocate for client needs and rights at hearings and meetings with service providers.

SELECTION REQUIREMENTS

Option I:

Bachelor’s degree in Behavioral Sciences, Business Administration, Counseling, Healthcare Administration, Leadership/Organization Development, Public Administration, Public Health, Public Policy, Social Sciences, or Social Work + 2 years of Management Analyst level experience in mental health or public health program analysis. A Master’s degree may substitute for 1 year of required experience.

Option II:

4 years of experience in mental health or public health program analysis, with at least 2 years at a Management Analyst level.

LICENSE Valid California Class C Driver’s License or alternative transportation method for essential functions.

PHYSICAL CLASS II – LIGHT Positions require light administrative effort; occasional light lifting up to 10 lb and light bending, stooping or squatting.

OUR ASSESSMENT PROCESS During the initial 90‑day period, performance is evaluated 100%. A passing score leads to consideration for permanent appointment.
