ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES The Los Angeles County Department of Health Services (DHS) is the second‑largest municipal health system in the nation. Through its integrated system of 23 health centers, four acute hospitals and an expanded network of community partner clinics, DHS annually provides direct care for 600,000 unique patients, employs over 23,000 staff and operates on an annual budget of over $8.4 billion.

Through academic affiliations with UCLA, USC and Charles R. Drew University of Medicine and Sciences, DHS hospitals serve as training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. DHS also runs the EMS Agency, 911 emergency response system and the Office of Diversion and Re‑Entry, each of which play critical roles in providing housing and support services to vulnerable populations.

DEFINITION Participates in planning, implementing, administering, and evaluating mental health and public health programs, including:

Participates in the development, implementation, and evaluation of health‑focused programs.

Assists with the development, implementation, monitoring and evaluation of program policies, goals and objectives.

Assists with the development and preparation of grants and ensures compliance with grant requirements.

Assists with the coordination, planning and development of program budgets and monitors established budgets.

Evaluates contract activities related to compliance, service delivery, operations and budgets for quality assurance.

Gathers and analyzes information pertaining to the project or program and prepares a variety of reports and correspondence.

Assists in formulating and presenting recommendations to management for program modifications or corrective action based on evaluations.

Coordinates and participates in focus groups with clients regarding quality‑of‑care issues.

Assists in the development and implementation of community action plans and supports policy passage and implementation processes.

Represents or advocates for the needs and rights of clients at hearings or meetings with service providers as needed.

SELECTION REQUIREMENTS Option I:

A bachelor's degree in a discipline related to the department’s core business functions (Behavioral Sciences, Business Administration, Counseling, Healthcare Administration/Management, Leadership/Organization Development, Public Administration, Public Health, Public Policy, Social Sciences, or Social Work) plus two (2) years of experience at the level of Management Analyst in mental health or public health program analysis.

Option II:

Four years of experience in mental health or public health program analysis, with at least two years at the level of Management Analyst.

Management Analyst is defined as a person who performs a variety of analytical, technical, and/or confidential assignments in core functional areas of human resources, contract development and administration, or health program operations and administration.

LICENSE A valid California Class C Driver’s License, or the ability to use an alternative method of transportation when needed to carry out job‑related essential functions.

PHYSICAL CLASS II – Light Administrative and clerical positions involving occasional light lifting up to 10 pounds, bending, stooping or squatting, and considerable ambulation.

OUR ASSESSMENT PROCESS During the end of the initial work period, the appointing department will evaluate your performance. Those who pass the evaluation will be considered for permanent appointment.

AVAILABLE SHIFT Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
