SUPERVISING MANAGEMENT ANALYST (NON-COMPETITIVE)
This Supervising Management Analyst (SMA) will play a key leadership role within the Enterprise Technology Solutions Department, overseeing business analysis, process improvement, and strategic planning efforts. This position is responsible for supervising a team of analysts, collaborating with business subject matter experts, facilitating cross-functional teams, assisting technology project and program managers, coordinating enterprise technology initiatives, and ensuring alignment between business needs and IT solutions. This SMA will lead strategic technology initiatives within the City’s Enterprise Project Management and Digital Transformation Office (EPMO & DTO). The role helps manage complex, cross-departmental projects that drive digital transformation, improve public service delivery, and align with citywide strategic goals. The SMA applies project management discipline, change management strategies, communications skills, business analysis techniques, and people leadership to ensure successful outcomes.
This employee performs a variety of administrative tasks involving the management of a division or section of a city department. Responsibilities include ensuring compliance with divisional and departmental policies and procedures, initiating direction for all activities within the division or section, and supervising and monitoring the activities of subordinate personnel. Performs related duties as required.
Key Responsibilities
Strategic Planning & Coordination
Partner with leaders to identify technology priorities.
Develop and maintain enterprise system and digital transformation roadmaps.
Coordinate cross-departmental initiatives to improve operations and service delivery.
Business Analysis & Process Optimization
Analyze and document business processes and system requirements.
Standardize use cases, workflows, and business rules.
Promote data-driven decision-making and continuous improvement.
Project Oversight & Governance
Oversee planning, execution, and governance of IT projects.
Track performance, risks, and resource use.
Ensure compliance with policies, procurement rules, and regulations.
Stakeholder Engagement & Communication
Act as senior liaison between IT and business units.
Prepare executive presentations, workshops, and stakeholder updates.
Translate technical concepts for non-technical audiences.
Policy Development & Reporting
Contribute to IT policies, standards, and performance metrics.
Produce reports and recommendations for leadership.
Support audits, evaluations, and funding proposals.
Team Leadership & Supervision
Lead and mentor business analysts and project staff.
Provide feedback and professional development support.
Prioritize and manage workload for timely, high-quality results.
Knowledge Of
Computer resources to obtain and analyze information in various output formats.
Relevant laws, regulations, and procedures at city, state, and federal levels.
Intergovernmental relationships, responsibilities, and funding authorities.
Legislative and administrative policies, procedures, and functions of municipal government.
Administrative and management principles regarding program evaluation, staffing, organization, and analyses.
Budget methods for municipal government and for programs funded with federal dollars.
Principles of supervision, staffing, and customer service.

Qualifications Qualified applicants must meet all criteria in one of the following requirements:
A minimum of five years of supervisory/management-level professional work experience with a Bachelor's degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or related field; OR
A minimum of three years of supervisory/management-level professional work experience with a Master's degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or related field; OR
A minimum of two years of experience as a Senior Management Analyst or similar with the City of Cincinnati, plus a Bachelor's degree in one of the listed fields. A Master's degree may substitute for one year of experience.
Other Requirements
Must be an excellent communicator and team builder.
Military education and experience may be substituted for college coursework per ACE guidelines; candidates may attach Joint Services Transcripts for consideration.
