Position Summary

An employee in this position for Harnett County performs duties as required to ensure all Solid Waste Management facilities remain in compliance with all local, state, and federal regulations as specified in the operating permits and plans approved by the North Carolina Department of Environmental Quality. Responsibilities include maintaining the external grounds of all facilities, keeping the landfill clean, removing litter from surrounding roadways at each shift’s end, assisting in daily cleaning of the transfer station tipping floor, operating and performing maintenance on landfill equipment (seeders, weed‑eaters, lawn mowers, rotary cutters, trucks, self‑contained and stationary compactors), conducting daily waste screenings of incoming loads to ensure prohibited waste is not disposed of, and assisting in various semi‑skilled and unskilled tasks when not engaged in compliance activities.

Hiring Range

Hiring Range: $20.42–$35.00 hourly

Duties and Responsibilities

  • May open and close facilities.
  • Drive and operate light equipment including lawn mowers, weed eaters, and a farm‑type tractor with a rotary cutter.
  • Mow and maintain landfill acreage, including landfill grounds and caps.
  • Maintain facility grounds and landscaping; pick up trash.
  • Place a tarp on tractor trailers containing full loads of waste ready to leave the facility.
  • Haul dirt for covering trash.
  • Push limbs back onto limb piles.
  • Collect fees and make bank deposits.
  • Cover for other employees during breaks and meal times.
  • Operate a switcher truck to transfer full/empty trailers.
  • Observe waste being dumped for proper materials, separate prohibited materials, and report incidents.
  • Assist at the transfer station to clean the floor and load trailers.
  • Perform other tasks when not engaged in equipment operation and repair; separate recyclable materials and load into shipping containers.
  • Picks up trash and debris; hauls to the appropriate area or receptacle.
  • Keep equipment maintained according to manufacturer manuals; grease equipment as necessary.
  • May serve as Weighmaster; assist with cleaning site of debris, maintain NCDEQ compliance records; required to work a Saturday rotation every third or fourth Saturday.
  • Perform other related duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of landfill and transfer station policies and procedures.
  • Knowledge of solid waste laws applicable to job duties.
  • Knowledge of job‑related safety regulations.
  • Skill in operating job‑related equipment.
  • Ability to maintain records of work activities.
  • Ability to follow oral and written instructions.
  • Ability to establish and maintain effective working relationships with coworkers, supervisors, and County clients.
  • Ability to abide by established protocol for any specific piece of equipment or assigned task.

Minimum Qualifications

  • High school diploma or equivalent.
  • Two (2) years of related experience, or equivalent education and/or experience.
  • Possession of a valid North Carolina driver’s license.
  • Possession (or ability to obtain within the required time frame) of a valid NC commercial driver’s license (CDL).
  • Completion of Solid Waste Screening and SWANA Landfill Operations training.
  • Possession of a Certification of Waste Management or Waste Management Transfer is desired.

Physical Demands

Must be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally require up to 50 pounds of force. Duties involve balancing, climbing, crawling, crouching, grasping, handling, discriminating sounds, kneeling, lifting, drawing, and performing repetitive motion. Adequate vision for color and depth perception is required for operating motor vehicles or equipment and inspecting defects.

Work Environment

Indoor and outdoor conditions including extreme heat, cold, and noise. Duties at the landfill involve exposure to moving mechanical parts, solid waste, odors, dust, and oil. Work may be subject to OSHA’s blood‑borne pathogen standards. Temporary or Part‑Time employees are not eligible for benefits.
