Job Description Purpose and Scope

In collaboration with the Executive Director, Treasury, the position manages and oversees the System-wide treasury function including operations, reporting, and analyses, ensuring that all functions are performed in compliance with regulatory requirements, LSCS policies, and professional standards. The LSCS treasury function includes Commercial Banking and Custodial Banking Relationship Management; Cash Management Operations; Investment Management Operations; Debt Management Operations; and Property Tax Operations. Position supervises and trains Treasury department staff. Reports to and acts on behalf of Executive Director (ED), Treasury. Collaborates with ED, Treasury on strategic, system-wide projects and initiatives. Engages with internal and external constituents regarding LSCS treasury matters.

Essential Job Functions

Oversee and manage Cash Management Operations such as monitoring daily bank activity, forecasting cash flow, establishing a daily cash position, transferring funds, pooling available cash for investment, managing/mitigating financial risks, funds collateralization, and ensuring adequate liquidity. Responsible for deposit activities across the system.

Assist ED, Treasury with the execution and management of the System's Investment Management program including economic and market analysis, investment analytics, transaction execution and settlement, portfolio performance monitoring, and investment policy and strategy compliance.

Hire, train, develop, manage, direct duties of, and evaluate a team of Treasury employees and temporary personnel, providing leadership, coaching, career development, and disciplinary actions.

Act as the technical SME for the System's treasury operations function and its complex methods and procedures including Commercial Banking, Cash Management, Debt Management, and Property Tax Operations. Act as the SME for the ERP Treasury Module(s) and other related systems.

Lead and/or provide guidance in the resolution of complex problems requiring strong professional judgement and creative solution development. Perform complex, system-wide financial analyses to support problem resolution and data-driven decision-making. Prepare executive-level reports and presentations. Train a team of Treasury staff in financial analysis methodologies and procedures.

Lead the development of RFQ and RFP associated with treasury operations services and monitor service expense budgets.

Review and verify Treasury work of other departments (General Accounting, Asset Management, Property Services) for inclusion in staff journal entries, reconciliations, fund transfers, reports.

Ensure effective management of commercial and custodial banking relationships, maintain optimal services and account structures, oversee bank account and treasury service administration.

Ensure timely completion of internal and external analyses and reports, compliance with audit procedures, manage departmental document and workpaper archival and retention.

Continuously review, analyze, and evaluate processes and operations for compliance and improvement opportunities.

Direct and manage the development and maintenance of desktop procedures, execute cross-training, ensuring continuous operations of critical functions.

Perform other reasonable related duties as assigned.

Knowledge, Skills, And Abilities

Advanced knowledge of industry-leading treasury operations, functions, and practices.

Knowledge of GAAP for governmental entities per GASB.

Excellent mathematical and financial modeling skills.

Strong data management skills with the ability to query and retrieve data from ERP and other financial information systems.

Ability to perform complex financial and statistical computations and provide high-accuracy analysis.

Intermediate Excel skills for complex calculations, large data sets, and charts.

Ability to interpret detailed financial data and generate reports and recommendations.

Excellent communication skills, oral and written, to convey complex financial concepts.

Strong ability to share knowledge and train others.

Proven project management skills to complete projects and routine work on time.

Ability to envision, develop, and implement change aligned with organizational goals.

Ability to build strong trust relationships to gain support and results.

Excellent decision-making, conflict resolution, and problem-solving skills.

Ability to learn to serve as SME for ERP Treasury Module(s) and other related systems.

Physical Abilities The work is sedentary. The employee sits comfortably to do the work but may also walk, stand, bend, lift light items, or drive an automobile. No special physical demands are required.

Work Schedule And Conditions

Equipment used includes PC workstation, calculator, phone and general office equipment.

Interface with internal and external contacts as needed.

Work performed in a climate-controlled office with minimal exposure to safety hazards.

Remote work policy in place.

Position may require some travel within the LSCS service area.

Required Qualifications

Bachelor's degree and at least 5 years of experience, or an equivalent combination.

Bachelor's degree in Accounting, Business, Finance, Economics or a related field.

At least three years in a management level position.

Preferred Qualifications

Master's degree in Accounting, Business, Finance, Economics or a related field.

Professional certifications such as CTP, FPAC, CPA, CMA or CFA.

Current Texas Public Funds Investment Act certification.

Salary Hiring salary range is $83,159 to $95,633.
