Position Highlights
Location: 79 Elm Street, Hartford, CT
Statewide travel to other agency HR offices
Full time, 40 hours per week
First shift, Monday through Friday
Hybrid schedule – in office and telework
Responsibilities As a Human Resources Generalist 2, you will provide onsite agency HR support, including recruitment, new employee onboarding, HR administration, and participation in programs that impact workforce health, safety, and well‑being. Core duties include:
Advising staff on HR policies, organizational structure, job classifications and talent needs
Partnering with DAS service delivery teams and specialized units to deliver HR solutions
Communicating with managers, bargaining unit representatives and other stakeholders to ensure cooperative relationships
Approving agency classification and position management transactions
Ensuring compliance with state and federal laws, regulations, policies and procedures
Providing employee guidance on employment matters, career development, transfer, separation, recruitment, examinations and compensation
Performing job audits and classification studies
Facilitating HR transactions such as promotions, demotions and transfers
Maintaining HR information systems and records
Managing reclassification grievances
Administering recruitment processes: mandatory lists, interviewing, selection and onboarding
Preparing or overseeing documentation and records
Counseling employees and referring to assistance programs
Participating in recruitment and hiring outreach, interviews and selection
Digitizing records where applicable
Supporting training and staff development programs
Assisting with strategic agency needs as required
Minimum Qualifications
Seven (7) years of professional experience in human resources management or equivalent senior HR fields
At least one (1) year of that experience at a junior level in HR management or related fields
Requirement may be satisfied by a combination of college credit and advanced‑degree substitution as noted in the posting
Preferred Qualifications
Bachelor’s degree
Experience with CORE‑CT workforce administration and position management
Experience managing full‑cycle recruitments via an applicant tracking system (JobAps)
Experience reviewing and recommending organizational structures
Experience in employee engagement and leading HR projects
Experience providing performance‑management consultation, coaching and improvement plans
Special Requirements
Possession of a valid Motor Vehicle Operator’s License (if required)
Travel may be required
