Project/System/Program Overview The Department of Children and Families depends on core, mission‑critical applications, CT‑KIND and IV‑E, Connecticut’s federally‑reimbursed SACWIS (Statewide Automated Child Welfare Information System). Implemented in 1996 and used by over 2,000 social workers and case managers, the application has been continually enhanced to meet data capture and process functionality requirements driven by best child welfare case practice, state and federal legislation, and the 1991 Juan F. Consent Decree. The agency is committed to developing the next generation Comprehensive Child Welfare Information System (CCWIS) and has invested significant resources to provide efficient, economic, and effective tools for its staff, providers, and the children and families served by Connecticut Children’s Services.
Scope of Work The agency needs the service of a senior‑level full‑stack developer. The candidate will participate in various SDLC processes, including requirements verification, design and development, testing, maintenance, and support activities per agency management. The role focuses on supporting existing custom Salesforce applications and contributing to the SDLC of the new CT‑KIND system, working with the system integrator to transfer knowledge and maintain the solution for a given module.
Specific Services Required
Organized, proactive, and self‑directed.
Self‑starter who drives work from requirements to implementation.
Strong abstract thinking and problem‑solving skills.
Excellent verbal and written communication skills.
Design and development of Salesforce APEX, Lightning pages, and Visualforce pages.
Full stack expertise: Salesforce, OOP, CRUD, design patterns, configuration, and SOQL.
Advanced knowledge of Salesforce development (OOP, design patterns).
Provide analysis/requirements to integrate applications.
Work on all SDLC phases and create/maintain required technical documentation.
Required Skills And Experience
10+ years of experience, including at least 5 years developing on Salesforce; must code APEX OOP and know design patterns.
.NET OOP and SOA.
Preferred experience with JavaScript frameworks.
SQL knowledge.
End‑to‑end web development capabilities.
